With the continuous improvement of our countrys comprehensive national strength,Chinas economic and political status has improved significantly in the world.Therefore,the national security is no longer simple military security.The strategic mineral resources have increasingly become an important part of the national security.Among them,the rare earth resources are becoming increasingly important as key raw materials in the aerospace and other fields.However,most of the existing related researches are related to the safety evaluation of copper,coal,petroleum and other types of resources.But the safety evaluation of rare earth strategic resources is relatively lacking,which is not conducive to the industrial security and national security of our country’s rare earth strategic resources.Hence,from the perspective of the industrial safety engineering evaluation,taking the safety of rare earth strategic resources as the research object,This thesis constructs a safety evaluation system of the rare earth strategic resources,and then explores its influencing factors and mechanisms,which has important theoretical and practical significance.Specifically,this thesis will build a DPSR model through the characteristics of rare earth resources and the potential safety hazards of rare earth strategic resources under the new international relations,analyze and select the corresponding indicators of driving force,pressure,state and response in China’s rare earth resources,invite experts to score,and determine the weight of the indicators by using AHP method.select the data from 2014 to2021 for evaluation.Through the analysis of the trend results of its security index,it is known that the driving force,the pressure,the state and the response indicators have influenced the security of the rare earth strategic resources.The results show that our country’s driving force has shown a steady upward trend in general.The internal driving force that leads to the problems and hidden dangers of the rare earth strategic resources is gradually reduced.The concept of our country’s economic development has been continuously optimized.For these reasons,the negative impact on the safety of the rare earth resources has also gradually weakened.The pressure indicators also show that our country’s rare earth imports,foreign dependence and other indicators are constantly improving.Among the status indicators,it gradually decreases within the evaluation range,which reflects that the scarcity of the rare earth resources is increasing year by year.Therefore,the scarcity of the rare earth resources is the biggest problem of the rare earth security that we are mainly facing.The response index represents a certain degree of the market attention.Although the index fluctuates greatly,from the overall point of view of the index,the current response policy has been continuously improved and strengthened,and it has a certain role in promoting the safety of the rare earth strategic resources.By means of questionnaires,combined with in-depth interviews with the industry experts,etc.QCA method is used to carry out configuration analysis,meanwhile the factors affecting safety is further analyzed.The results show that the ways that affect the strategic safety of the rare earth strategic resources can be divided into three configuration methods,which are high-demand-led type,high export-led type,brain drain and lack of innovation-led type.The above research conclusions can provide the relevant basis for the current strategic safety evaluation of the resources including the rare earth,lithium,fluorite,etc.The influencing factors and their configuration results can provide the inspiration and paths for the industry and government from the aspects of the industrial safety policies.
