Study On The Evaluation System Of The Implementation Plan Of The Comprehensively Integrated Territory Consolidation Project In Hubei Province

At present,the utilization of resource in rural areas of China is relatively low and the contradiction between spatial supply and demand is prominent,which hinders quality development in rural areas.As a transformation of land improvement,the comprehensively integrated territory consolidation is the realization path to optimize the layout of land use,improve the level of intensive land use and ecological functions,and meet the endogenous development needs of the countryside.The implementation plan of the comprehensively integrated territory consolidation project in the new period has a major influence on driving the work of comprehensively integrated territory consolidation,implementing the ecological civilization construction and coordinating the system management of mountains,water,forests,fields,lakes,grasses and sands,and realizing rural revitalization.Therefore,the construction of a set of scientific and reasonable evaluation system of implementation plan is a vital work over the course of promoting the work of comprehensively integrated territory consolidation in Hubei Province.Firstly,reviewing the structure and content of existing evaluation system systematically and analyzing the differences between existing evaluation systems lays the foundation for the construction of a new evaluation system through literature review.Then,we discuss the optimization of the evaluation system considering structure,content and weight of the evaluation system and construct a implementation program evaluation system that fits the development of comprehensively integrated territory consolidation using questionnaire survey method,expert scoring method and hierarchical analysis method.Through analysis of the case,we compare the evaluation results of the evaluation system proposed in this paper and the existing evaluation system.The full research is divided into five parts: In part1,the results of the comprehensively integrated territory consolidation and land improvement project evaluation at home and abroad in recent years are sorted out,and the research aim,meaning and research proposal of this paper are presented;The second part is about basic research aspects.Summarizes the basic content and features of the comprehensively integrated territory consolidation,implementation plan and evaluation system,also sort out the relevant theories which provides theoretical guidance for subsequent research.Part three is to establish an evaluation system for implementing program of the comprehensively integrated territory consolidation.The main content of the basis for the preparation of the implementation program and the impact of the assessment system of the implementation program are sorted out.Then grounded in the disadvantages of the available evaluation system,the idea of optimizing the evaluation system is clarified and a new evaluation system for the implementation plan is constructed.Part fourth,the evaluation system proposed in this paper and the existing evaluation system are applied to evaluate the implementation plan of comprehensively integrated territory consolidation of Baling Mountain Town of Jingzhou District,and the evaluation results are compared and analyzed;the fifth part is the conclusion and recommendation of this study.The primary fingings and future expectations of the present research may provide some reference for future related studies.The main concludes with:(1)The current evaluation system of the implementation plan of the comprehensively integrated territory consolidation in Hubei Province mainly suffers from incomprehensive division of hierarchical structure,the selection of some indicators is not reasonable and complicated content of index evaluation.(2)This paper clarifies the optimization ideas for the evaluation system in structure,content and weights.And an evaluation system with more systematic structure level,more comprehensive content and more reasonable weight distribution for the implementation plan of comprehensively integrated territory consolidation in Hubei Province of has been constructed.This is more reflective of the current development and realistic needs of work of comprehensively integrated territory consolidation in Hubei Province.(3)The evaluation system proposed in this paper pays more attention to the benefit analysis and the demonstration effects than the evaluation system in 2020 and 2021.(4)The evaluation system presented in this article,the evaluation system in 2020 and the evaluation system in 2021 were used to evaluate the implementation plan of comprehensively integrated territory consolidation of Baling Mountain Town of Jingzhou District,with total scores of 90.61,88.50,and 86.50,respectively.
