| At present,the international competition is becoming more and more fierce,and it is more and more inclined to scientific and technological competition.High technology has become a key factor to promote industrial upgrading and enhance comprehensive national strength.The development of high-tech is inseparable from the support of innovation.As an intensive industry of innovative activities and advanced technology,high-tech industry has gradually become an important driving force for innovation in my country."Guiding innovation and developing emerging industries" has once again become the core of the overall national development.As the proportion of foreign direct investment(OFDI)of high-tech enterprises in the manufacturing industry has gradually increased,obtaining OFDI reverse technology spillover has become an important way for high-tech enterprises to enhance their innovation capabilities and enhance their competitive advantages.High-tech enterprises must strengthen the absorption,integration and utilization of global R&D resources through effective foreign investment activities,realize the absorption,digestion and re-innovation of technology spillovers,and further improve their innovation capabilities,thereby forming a late-mover advantage.This paper firstly sorts out the relevant literature on the reverse technology spillover effect of OFDI,its influencing mechanism,and the influencing factors of OFDI reverse technology spillover effect.The impact mechanism of reverse technology spillovers on innovation capacity of high-tech enterprises in my country is divided into four stages: spillover,transmission,absorption and diffusion,and the influencing factors of enterprise absorptive capacity are analyzed.Finally,the panel data of high-tech enterprises in 30 provinces in my country from 2003 to 2019 was selected for empirical analysis.First,the impact of OFDI reverse technology spillovers on the innovation capabilities of high-tech enterprises in my country was analyzed,and then the R&D manpower was selected.The two indicators of input and technology digestibility measure the absorptive capacity of high-tech enterprises,and the interaction term between absorptive capacity and OFDI reverse technology spillover is introduced to empirically test the moderating effect of high-tech enterprise absorptive capacity on OFDI reverse technology spillover effect.This paper draws the following conclusions:(1)OFDI reverse technology spillover can significantly promote the improvement of innovation capabilities of high-tech enterprises in my country,but there are certain differences between the eastern,central and western regions.The reverse technology spillover of OFDI in the eastern and central regions has significantly promoted the improvement of the innovation capabilities of high-tech enterprises,among which the central region has the most obvious role in promoting,followed by the eastern region,while the western region has not shown the role of promotion,which may be related to the development of high-tech enterprises in various regions.levels and differences in their absorptive capacity.(2)The improvement of innovation capability of high-tech enterprises in my country still mainly depends on domestic R&D investment,among which the western region has the strongest dependence on domestic R&D investment,followed by the eastern and central regions.(3)The two indicators of absorptive capacity,R&D human input and technology digestibility,have a positive moderating effect on OFDI reverse technology spillovers and corporate innovation capabilities.Among them,the moderating effect of absorptive capacity on the eastern and central regions is more obvious,and the moderating effect on the western region is relatively weak.Finally,this paper summarizes the previous research conclusions,and puts forward specific policy suggestions from the government and enterprise levels to enhance the absorptive capacity of high-tech enterprises and make full use of OFDI to enhance the innovation ability of high-tech enterprises. |
