On March 23,2018,the United States proposed to impose a 25% tariff on related Chinese goods according to the "301 investigation",which kicked off the Sino-US trade war.On the surface,the "Section 301 Survey" is aimed at the status quo of the trade deficit between China and the United States,but in fact it aims to curb the rise of China’s advanced manufacturing industry.Since then,the U.S.tariff policy has put a heavy pressure on "Made in China 2025",and it has also lowered China’s economic growth rate,especially for the Chinese chip industry,which is at the cusp of the storm.Hit hard in the short term.For a long time,my country’s chip production level has been low,core chips have long relied on imports,and high-end technology has always been controlled by foreign manufacturers.Chips have become the largest imported commodity in China,posing a serious threat to the national security strategy.In order to improve the technological innovation capabilities of chip companies and promote the rapid development of the industry,many regional and national governments have formulated a series of support policies.Based on the above-mentioned reality,it is of great significance to study government support and technological innovation of chip companies in the context of trade frictions.Based on the research background of Sino-US trade friction,this paper firstly uses the inductive analysis method and literature research method to sort out the theory and related literature of trade friction,government intervention and technological innovation;Secondly,it analyzes the development status of the chip industry and the impact of trade frictions on my country’s chip industry,and summarizes the government support policies for the domestic chip industry;Then select the domestic storage chip design leading enterprise Giga Device as a case study,analyze the relevant preferential policies it enjoys,and reflect the impact of policy support on enterprise technological innovation from the perspectives of innovation input,innovation output and innovation performance,compared with the same industry.It is found that policy support will promote enterprises to increase R&D investment,improve their profitability,debt paying ability and growth ability,and have relatively little impact on innovation output and operation ability.Finally,some suggestions are put forward from the two levels of enterprises and government.The purpose of this paper is to provide theoretical and data support for the development of chip companies and to optimize the country’s policy formulation under the background of trade frictions,and to put forward corresponding countermeasures and suggestions to improve the technological innovation capability and corporate competitiveness of China’s chip industry.
