The Development Of Modern Agricultural Industrial Park In Laishan District,Yantai City

The construction of a modern agricultural industrial park is a very important measure to promote the institutional reform of the agricultural supply side and to accelerate the modernization of the agricultural industry.At the same time,the construction of a modern agricultural industrial park is also a new driving force for agricultural and rural economic development and a system to increase farmers’ income.An important carrier of reform and innovation of the pilot mechanism.The Central Document No.1 issued in 2017 clearly stated that efforts should be made to develop modern agricultural industrial parks.In October 2020,the Laishan District Modern Agricultural Industrial Park was identified as a Shandong provincial-level modern agricultural industrial park after a comprehensive assessment.In April 2021,the Laishan District Modern Agricultural Industrial Park was approved as a national-level modern agricultural industrial park with the joint efforts of Yantai City and Laishan District.The modern agricultural industrial park has received100 million yuan financial support from the central government,After nearly 10 years of development,the Laishan modern agricultural industrial park has transformed from a start-up agricultural industrial park into a national modern agricultural industrial park.The analysis and research analysis of its development status has a certain representativeness in Shandong Province,North China and even the whole country.The modernization development level of agriculture in Laishan District,the continuous promotion of farmers’ income increase,provides theoretical support and practical basis for the next government to guide the correct and rapid development of modern agricultural industrial parks.On the basis of summarizing the relevant theoretical knowledge of modern agricultural industrial parks at home and abroad,and defining related concepts,this study firstly analyzes the development status of modern agricultural industrial parks in Laishan District,Yantai City,and then focuses on exploring and summarizing Yantai City.The related problems and related restrictive factors in the development process of the modern agricultural industrial park in Laishan District.According to the survey,the main problems of the modern agricultural industrial park in Laishan District of Yantai City are the insufficient breadth and depth of the integration of primary,secondary and tertiary industries,the imperfect mechanism for linking farmers’ interests,the lack of funds for the construction of industrial parks,the insufficient utilization of science and technology and talents in the park,and the emphasis on Construction is lighter than management,and the radiation ability is weak;the constraints are mainly reflected in the constraints of land use indicators,the gradual increase in labor costs,the unreasonable use of a single source of funds for industrial park construction,the lack of excellent talents and the difficulty of introducing talents,and the high investment in the grape and wine market.The return period is long,and the wine industry has entered a transition period.Finally,combined with the construction experience of modern industrial parks in typical domestic areas,and based on the development status and characteristics of modern agricultural industrial parks in Laishan District,Yantai City,this paper summarizes and proposes to accelerate the deep integration of primary,secondary and tertiary industries,and to improve the interests of farmers and industrial parks.There are seven countermeasures and suggestions,including the connection mechanism between them,strengthening the management and use of funds,cultivating local talents and introducing flexible external talents,strengthening the operation and management of industrial parks,correctly handling the relationship between the government and the market,and enhancing the ability to drive radiation.
