A Research On The Dilemma And Solution Path Of Installing Elevator For The Existing Residential

The installation of elevators in existing residential buildings is a major livelihood project and popular project in various regions at present.However,in the process of installing elevators,problems occur frequently.As a result,the road of adding elevators in most communities is blocked and long.Therefore,it is of great significance to explore the implementation dilemma of adding elevators,actively promote the installation of elevators and solve the problems of difficult climbing stairs as soon as possible.After understanding the background of the installing elevators in existing residential buildings,this paper collects literature and local policy documents,and determines the research topic as the dilemma of installing elevators in existing residential buildings and solution path.Then,based on Smith’s Policy Implementation Process Model,an analytical framework is established.At the same time,the stakeholders in the elevator retrofitting process are defined according to stakeholder theory and game theory.And then the writer designs questionnaires and interview research plans.After summarizing relevant information,the writer analyzes the result of difficulties of installing elevators in existing residential buildings,and comes up with countermeasures.Based on the investigation results,the paper summarizes the plights of installing elevators in existing residential buildings.At first,at the stage of application preparation,it is difficult to unify the opinions of residents,to raise funds and to coordinate the interests such as “Hitchhiking”.Secondly,during the construction stage,there are some difficulties in organization and implementation,such as Insufficient policy support,technical difficulties and multi-agent actions.Additionally,in the process of elevator operation and maintenance,some difficulties are highlighted as that the main body of management is not clear and the cost of elevator maintenance is shared.Based on the analytical framework,this paper analyzes the reason of predicament for installing elevators from four aspects which are policy,executing agency,target group and environment.At first,policy constraints and policy changes impact it.Secondly,government agencies are poorly coordinated and regulation is lax.In the meantime,the search for innovative models has had little success.At the same time,community often has low self-identity and design and construction units strongly pursue interests.Thirdly,the source of funds is relatively single and interest game between different floors is strong.At last,helpless environmental factors aren’t working.Focusing on the key point of the target groups in the analysis of the causes of the dilemma,this paper explains that the fundamental reason why it is difficult to unify the opinions of residents are the interest game and different perceptions between high and low-level residents.And Then it proposes to strengthen the possibility of supporting the installation of elevators through economic compensation and exalting the spirit and the mind to the low-level residents.Finally,by analyzing the predicament of installing elevators,the writer explores ways out of the dilemma.For instance,we should perfect the detailed rules of implementation,establish and perfect the mechanisms such as capital guarantee,compensation,reward and maintenance management.By the way,it is important to optimize the organization and implementation and standardize supervision.What’s more,widening the channels of funds and exploring innovative models is essential.Lastly,giving full play to the function of “Head one”,strengthening propaganda and creating a good environment are crucial to explore the way out of the predicament.
