The Study Of Legal Deposit System Of China

Legal deposit system can be defined that a system in which the country uses laws and regulations to stipulate all types of publications to deposit a certain number of publication samples for free to designated libraries and other units.This system has the significant of preserving and inheriting the national cultural heritage,and in the mean time,it plays a major role in collecting,sorting out and preserving document information.Therefore,for a country,the development and improvement of the legal deposit system are indispensable.However,it is not easy to complete the legal deposit system.It requires the cooperation and joint efforts of the country,the government,and the social organizations.The initial legal deposit system in our country was in the late Qing Dynasty.From that time to the Republic of China,and then after the founding of the People’s Republic of China,the system has gone through a long and tortuous process of development.But then,the legal deposit system of China is still not perfect.There are only some provisions related to the submission system in the administrative regulations,rules and decrees issued by the national and local governments,but no law has been issued to clearly establish the submission system.Due to the fact that there are many regulations on the legal deposit system such as administrative regulations and departmental rules,and many contents formulated according to the specific conditions of each place are more specific,the current legal deposit of publication in China is relatively messy,consequently,there are still many problems.This thesis sorts out the historical evolution of the legal deposit system of our country,investigates the development status of this system,analyzes its characteristics and existing problems,and proposes relevant solutions,so as to provide some references for the development and improvement of the deposit system of our country.
