With the development of Internet technology and the deepening of media integration,great changes have taken place in the production methods,dissemination methods,sales methods and storage methods of publications.The status of traditional media publishing industry is gradually weakened,and emerging publishing industries such as digital publishing have gradually become the backbone of the publishing industry.In the context of media convergence,how to guide the healthy and orderly development of the publishing industry,and how to promote the smooth transformation and upgrading of the traditional publishing industry to the emerging publishing industry,has been highly valued by governments around the world,and has become a topic of concern to the publishing industry.Furthermore,as one of the world’s recognized publishing powers,Japan has its own unique characteristics in publishing industry policy.In order to make my country’s publishing industry go further and longer on the world stage,the author believes that it is possible to compare the relevant policies of the publishing industry in the two countries,and sort out the characteristics of the Japanese publishing industry,so as to facilitate the development of my country’s publishing industry policy.Provide reference and intellectual support for formulation and refinement.Therefore,this paper adopts a variety of research methods such as literature survey,comparative analysis and case analysis.Taking the publishing industry policies of China and Japan under the background of media integration as a research blueprint,this paper conducts a comparative analysis,aiming to discover the characteristics and trends of the publishing industry policies of the two countries.The specific ideas are as follows: First,the development status of the publishing industry and the existing policies of the publishing industry in the two countries are expounded respectively.Secondly,the paper compares the publishing industry policy system structure,policy content(copyright policy,economic support policy,publishing "standardization" policy and publishing "going out" policy),policy characteristics and policy trends of the two countries under the background of integrated media,and finds that the two countries There are many similarities in China’s publishing industry policies,such as relatively complete systems,and publishing industry policies tend to focus on the improvement of relevant laws and regulations.However,after careful analysis,some subtle differences have also been found.Then,according to the comparison of the current industrial development status of the two countries and the existing policies and policy contents,the characteristics and policy trends of the publishing industry policies of the two countries are summarized.my country’s publishing industry policy has the characteristics of wide coverage,emphasis on the transformation and upgrading of the traditional publishing industry,and the integrated development of the traditional publishing industry and the emerging publishing industry.Japan’s publishing industry policy has the characteristics of legalization of policy,giving play to the important role of industry associations in policy formulation and improvement,and attaching importance to the leading role of science and technology in the industry.Finally,through the comparison with Japan’s publishing industry policy,the enlightenment of Japan’s publishing industry policy to my country is mainly reflected in four aspects.First,it is necessary to continuously improve the publishing industry policy system in the era of integrated media;second,it is necessary to improve the relevant laws of the publishing industry.The third is to attach importance to the leading role of science and technology in industrial development;the fourth is to attach importance to the role of industry associations.
