Research On The Performance Evaluation Index System Of Provincial University Science And Technology Park Incubators In Henan Provinc

For the past few years,the concept of mass entrepreneurship and innovation has been closely aligned with the direction of multi-organization,high level,deep degree and wide range.In 2022,the CPC Central Committee and The State Council introduced a new combination of tax and fee support policies for mass entrepreneurship and innovation in light of the economic development situation,which has further promoted the integration of innovation and entrepreneurship with social development.As a way to promote the transformation of scientific research and help regional economy development,university science and technology park Incubator has developed further.It has made great achievements in our country,but there are still problems to be solved.Compared with western countries,the incubator development of our country starts late,the achievement effect examines of research so far has not unified theory and method.In addition,the incubator development speed of Henan University Science Park is relatively slow,and the incubation function has not been better realized.Therefore,the research on the performance evaluation index system of provincial university science park incubators in Henan province can supplement and improve the case studies of incubators attached to universities to a certain extent,and have a direct promoting effect on their healthy development.This paper has a preliminary understanding of the influencing factors and performance evaluation system of all kinds of incubators by referring to relevant literature at home and abroad.Through the comparison and analysis of the similarities between university science park incubators and the government,the applicability of "3E+Q" model is proved to some extent.Through the summary analysis of the existing performance evaluation indicators,the use of questionnaire survey to determine the indicators of each level,and use AHP and entropy method to calculate the comprehensive weight of each indicator,design a set of performance evaluation indicators system.Finally,the science and technology park incubator of Z University was applied in the performance evaluation index system,the existing problems of the incubator of science and technology park of Z University were found and specific suggestions were put forward,thus providing certain guidance and reference for the construction and development of the same type of incubator.This study can serve as a reference for stakeholders of university science park incubators to evaluate the performance of incubators,and also enable provincial university science park incubators in Henan province to conduct self-evaluation by using this evaluation index system to analyze their own advantages and existing problems,so as to adjust the direction of development and management and form core competitiveness.In order to achieve the purpose of promoting the transformation of scientific and technological achievements,promoting regional economic upgrading and promoting the development of high-tech industry.
