| The Second Tenth Report suggested that the government needs to promote coordinated regional development,thus supporting a new development pattern.The report also points out that employment is the biggest livelihood.The coordinated development of employment structure and industrial structure can promote further transformation and upgrading of industrial structure.It has a better enhancement of employment rate increase and employment quality improvement.With the background of western development,the country attaches great importance to the construction and development of Chengdu Chongqing Area Double City Economic Circle.Chengdu-Chongqing region has a good economic foundation in the southwest region,also has a broad market prospect,and also has rich mineral resources and ecological environment.These factors have laid the foundation for the coordinated development of employment structure and industrial structure in the Chengdu Chongqing Area Double City Economic Circle.This coordinated development is necessary for the high-quality development of the regional economy.The Double City Economic Circle in the Chengdu Chongqing Area is the connection point of the Yangtze River Economic Belt,’One Belt,One Road’ and the Western Development.The coordinated development of the region is crucial.However,in the current situation,the employment structure of this economic circle is poorly coordinated with the industrial structure.This result prolongs the time for the Chengdu Chongqing Area Double City Economic Circle to reach its expected goals.The first part of the article introduces the direction of change and the content of the Chengdu Chongqing Area Double City Economic Circle.The analysis of the data shows that the employment composition of the region is "three,one,two" and the industrial structure is "three,two,one".The general rule is that the composition between the two should be the same.This will lead to a harmonious economic development.However,the results of the analysis show that the two do not match.Based on the GM(1,1)prediction model,the development trend of employment structure and industrial structure in Chengdu Chongqing Area Double City Economic Circle is predicted.The results show that the employment structure and industrial structure have achieved the pattern of "three,two,one".Next,the correlation and coordination between the employment structure and the industrial structure of this region are analyzed in both overall and local dimensions.The methods used in the analysis are correlation coefficient,coordination coefficient,coupling coordination degree,structural deviation degree,and lag time.The analysis revealed a m significant correlation between the two.Although the coordination between employment structure and industrial structure is improving year by year,for the time being the employment structure still lags behind the development rate of industrial structure.In addition,the factors influencing the industrial structure and employment structure include the level of industrialization,science and technology input,labor quality,urbanization level,openness to the outside world,and economic development level.These influencing factors have different directions of influence on the coordination.The empirical results show that the improvement of industrialization level,science and technology input and labor force quality have positive effects on the coordinated development of employment structure and industrial structure.Conversely,the level of urbanization,the degree of opening to the outside world and the increase in the level of economic development exacerbate the imbalance.On the one hand,no matter how the economy develops,the government needs to put agricultural development in the first place.This is because agricultural development is the cornerstone of national economy development.Innovations in science and technology are necessary for industrial development.Innovation can lead to job creation as well as job quality.The tertiary industry should be closely integrated with the digital economy.At the same time,the three industries should be deeply integrated and developed.On the other hand,the supply structure of human resources needs to be further optimized.The rational distribution of human resources is promoted by understanding the market demand.The government should improve the lifelong skills training system to improve the quality of the labor force and thus resolve the structural employment conflicts. |
