Research On The Reform Of The Professional Title System Of Sports Coaches

As the leader of sports training and competitions,sports coaches play an important role in the development of sports in China.Based on the new requirements of implementing the reform policy of the professional title system of the CPC Central Committee and The State Council,in order to comprehensively respond to the multidimensional challenges posed by the new social and economic dynamics to sports professionals,it is urgent to grasp the requirements of the professional title system reform of sports coaches under the depth of the reform of the professional title system,and explore the innovation path and development direction deeply;so as to give full play to the utility of sports coaches in competitive sports,mass sports,youth sports reserve talent training and other aspects,enhance the overall potential energy of sports talents in China,promote the goal of building a strong sports country and the strategy of winning glory for the Olympic Games effectively.Based on this,the research takes the reform of the professional title system of sports coaches as the research object,through the analysis structure and thinking logic of the professional title system reform,comprehensively use of literature method,questionnaire survey method and other research methods,reasonably reference to management,sociology and other interdisciplinary theories,Taking the historical evolution of the professional title system and the evolution of the professional title policy of sports coaches as the basis,the development of professional title evaluation standard of sports coaches in H province is taken as the entry point,In-depth understanding of the specific operation process of professional title evaluation standard formulation,implementation,professional title declaration,professional title evaluation,supervision and management,to clarify the practical difficulties faced by the reform of the professional title system of sports coaches,on the basis of in-depth sorting out the straits and difficulties of the reform,summarizing the development direction of the reform of sports coaches.The study concludes:(1)China’s professional title system has experienced the changes in seven stages: technical position appointment,academic title exploration,academic title naming,professional and technical professional title evaluation,professional and technical title appointment and so forth;the professional title policies of relevant sports coaches have been revised and improved for four times in files of their interim provisions,trial regulations,implementation opinions and guiding opinions.(2)Under the background of the reform of the professional title system,the improvement progress of the professional title evaluation standard of sports coaches is different in provinces,regions and cities,and there is a common evolution trend in the evaluation content.But due to the different development conditions of different regions,their own uniqueness and differences are highlighted.(3)Based on the title evaluation standard development practice,it is concluded that H province sports coaches talent development status facing regional distribution,gender age imbalance,title level structure is unreasonable phenomenon,and title evaluation work exists in the process of material submission,unit internal staffing personnel tension,the original title evaluation standard is not adapt to the today’s social development needs.(4)The practical difficulties faced by the reform of professional title system of sports coaches are mainly reflected in the imperfect evaluation standards,the inefficient evaluation work and the imperfect service system,and so on,which form layers of resistance to the reform of professional title system and the smooth operation of professional title evaluation of sports coaches.(5)Sports coaches title system reform of the future development direction needs based on the difficulties of systematic,targeted exploration,by perfecting the evaluation standard,strengthening the system construction,adjusting the talent layout to optimize the title system reform,to promote the smooth implementation of sports coaches title work,stimulate the vitality of sports talents.
