Research On The Problems And Countermeasures Of Jiangxi Province’s Drug Intelligent Supervision System

To implement the spirit of the 19 th CPC National Congress,Following General Secretary Xi Jinping’s "four strictest" requirements for drug safety,We will continue to put people first and deepen reform to improve regulation and service delivery。In recent years,according to the unified deployment of the State Food and drug administration,governments across the country have started to transform and innovate traditional drug regulatory means,accelerate the integration of information technology and give play to the role of "Internet +",constantly promote the construction of local drug intelligent regulatory system,build an intelligent regulatory model for the whole process and variety of drugs,and fully guarantee the safety of the people’s use of drugs and cosmetics.At the same time,due to the late start of domestic drug smart supervision,there are still deficiencies such as lack of system and mechanism and weak information foundation at this stage.Therefore,how to improve the drug smart supervision system has become an important issue for governments at all levels.From the perspective of the staff of the drug regulatory system of Jiangxi Province,combined with the achievements and practical experience of the innovation and construction of drug smart regulation at home and abroad,this paper takes the construction of the drug smart regulatory system of Jiangxi Province as the starting point,applies the new public service theory,path dependence theory,stakeholder theory,and relies on the literature research method,research analysis method The questionnaire survey method analyzes the development history and current situation of the construction of the drug intelligent supervision system in Jiangxi Province,summarizes the main practices and work performance,and puts forward the main problems and the reasons for the problems;Through on-the-spot investigation and 400 questionnaires distributed to community citizens,employees of pharmaceutical enterprises and pharmacies,government staff and other groups to obtain information,the following problems are concluded in the current construction of Jiangxi Province’s pharmaceutical intelligent supervision system: low knowledge penetration rate,urgent need to strengthen the information foundation,lagging platform construction,and insufficient application of modern information technology such as Internet of things,big data and cloud computing;Combined with the actual situation,the paper puts forward countermeasures and suggestions to promote the construction of Jiangxi Province’s drug intelligent supervision system: improve the supporting system,realize diversified participation,build a solid technical support,and build a guarantee mechanism.This paper expands the guidance and application of public management theory to the construction of drug intelligent supervision system,explores the problems and causes of the construction of drug intelligent supervision system in Jiangxi Province from the perspective of actual work carried out by government departments,and then analyzes and studies the government responsibilities,technical innovation,talent training,government enterprise cooperation,etc.,which has certain reference value for the construction of drug intelligent supervision system in other regions of China.
