Strengthening the training of young tax officials in the new era is an important measure to promote the construction of high-quality tax cadres and help realize tax modernization.Explore and optimize the new training system of tax talents in the new era,further expand the scale of talents,improve the quality of talents,improve the management of talents,and strengthen the use of talents,so as to provide strong talent support and intellectual guarantee for high-quality tax modernization in the new development stage.Starting from the current situation of the training of young civil servants in the tax system of Wenzhou,this paper defines the connotation of the tax system,young civil servants and the training system under the guidance of ERG theory,expectation theory and Cook theory,and collects the satisfaction and opinions of young civil servants in the tax system of Wenzhou City on the current training status through interviews and questionnaires.The current situation of young civil servants in Wenzhou’s tax system and interview survey data show that the main problems at present are: First,they cannot meet the personalized needs in education and training;Second,the effect of encouraging young civil servants to make progress in terms of assessment,rewards and punishments is not good;Third,there is no long-term career promotion plan in terms of job promotion;Fourth,there is a lack of room for upgrading in terms of salaries and benefits,and the loss of personnel is relatively serious.These problems arise from the management of vertical systems,the irrational number of posts and ranks,and the impact of economic development in different regions.Aiming at the problems existing in the current training system for young civil servants in the Wenzhou tax system,and combining with practical work,in terms of improving education and training levels,it is proposed to meet training needs,enrich training forms,and ensure the implementation of training;In terms of encouraging and providing career development planning assistance,it is proposed to formulate long-term job allocation plans,optimize the selection and promotion mechanism for young civil servants,and provide more opportunities for job rotation and exchange;In the scientific optimization of relevant salary and benefits,it is proposed to strictly implement salary and welfare policies,standardize and improve the payment standards of performance compensation,and ensure fairness within the system;In improving the reward and punishment assessment system,it is necessary to enhance the objectivity of the reward and punishment assessment,enhance the pertinence of the reward and punishment assessment,and improve the effectiveness of the reward and punishment results.These optimization measures will help stimulate the vitality of young civil servants,solve the problems highlighted under the traditional training system of the tax system,fully tap and give play to the potential value of young talent resources,provide talent for tax modernization to serve Chinese path to modernization.
