Research On The Current Situation And Countermeasures Of Building A Rural Governance System Of "three Governance Integration" In Pianpo Buyi Township, Wudang Distric

Since the reform and opening up,Because of the changes of the villagers’ ideology,living habits,economic development and other factors,the rural governance system is constantly reformed and innovated.The report of the 19 th National Congress of stressed strengthening basic work in rural areas and improving the rural governance system that combines autonomy,rule of law and rule of virtue.This shows that the construction of a "three-governance integration" rural governance system in the new era is an inevitable requirement for the implementation and implementation of the rural revitalization strategy and rural governance.How should the " three-governance integration " play its role,which has an impact on meeting people’s needs for a better life and realizing the modernization of rural governance,and also has an important significance for realizing the strategic goal of rural revitalization.This paper uses literature research,in-depth interview,questionnaire survey,field observation and case analysis,the Pianpo buyi village in Wudang District,Guiyang city,Guizhou Province is taken as the research object,collect and sort out the basic situation of rural governance and the development status of autonomy,rule by law and rule by virtue in Pianpo village.In order to understand the problems existing in the construction of the "three-governance integration" rural governance system of the township and analyze the causes of the problems,in-depth interviews were conducted with the villagers and leading cadres in the areas of policy transmission and acceptance effect,evaluation and publicity,resolution of conflicts and disputes,neighborhood relations,quality and moral level,etc.Explore the optimization path of rural governance system construction of Pianpo buyi township from all aspects and multiple angles.The paper argues that basic party at the grass-roots level power service system of "three-governance integration " rural governance framework,emphasize three balancing qi development,law and virtue both way of governance,the use of modern means of regulation and development of the three fusion process of the train of thought,so as to promote partial slope buyi village " three-governance integration " cure rural governance system of continuous development and innovation.
