A Study On Countermeasures To Accelerate The Modernization Of Rural Governance In Henan Province

With the development of the market economy and the acceleration of urbanization,the relatively closed state of rural areas in China has been broken,and there have been significant changes in the economic and social foundations and population structure of rural areas.This has led to the emergence of new governance problems and demands in rural areas,which have also posed new requirements for rural governance.The 19 th National Congress of the Communist Party of China proposed the major historical task of implementing the rural revitalization strategy,with effective governance as the foundation.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed the goal of adhering to and improving the socialist system with Chinese characteristics,and promoting the modernization of the national governance system and governance capacity,which provided a macro-level response to rural governance issues.To achieve the modernization of rural governance,it is necessary to adhere to problem orientation and goal orientation,identify the breakthrough point of rural governance issues,focus on improving the rural governance system,and continuously enhance rural governance capacity,thus laying a solid foundation for the comprehensive revitalization of rural areas in the new era in China.Therefore,the study on accelerating the modernization of rural governance in Henan Province has very important theoretical and practical significance.Under the background that the innovation of the rural grass-roots governance system and the promotion of the modernization of rural governance are regarded as the national strategy for guiding rural development,this paper takes the rural social development situation and the overall situation of rural governance in Henan Province as the research object,and uses research methods such as literature research,investigation research and case analysis to systematically comb out the theoretical basis of rural governance modernization.Through the investigation of the current situation of rural governance in Henan Province,the problems encountered in the process of promoting the modernization of rural governance in Henan Province are identified,which mainly include: The construction of individual grass-roots party organizations needs to be strengthened urgently,the main position of farmers has not been effectively played,the atmosphere of rural rule of law is not strong enough,the foundation of rural moral governance is weak,and the main body of multiple governance is not closely connected.The low level of rural economic development,the loss of talents in rural governance,the lack of awareness of farmers to participate in rural governance,the lack of "three governance integration" construction mechanism,and the lack of "joint force" of multi-subject collaborative governance are the main reasons for the above problems.Based on the relevant research results of the academic circle and the successful experience of rural governance at home and abroad,the principles of accelerating the modernization of rural governance in Henan Province are clarified,and the countermeasures of accelerating the modernization of rural governance in Henan Province are put forward from the aspects of building a "three-governance" integrated rural governance system and improving the collaborative governance ability of multiple subjects.
