Research On The Guarantee System Of The Supervision Right Of CPC Members

The Five-Year Plan Outline for the Development of Central Party Regulations(2013-2017)issued by the Central Committee clearly proposes to amend and improve the Regulations on the Protection of the Rights of Party Members of the Communist Party of China,and the amendments to the Regulations were completed at the end of 2020.This move has improved the system for safeguarding the rights of Party members and perfected the measures for safeguarding the rights of Party members.Party democracy is an important foundation for the positive and healthy development of party political life,and in order to promote the benign development of party democracy,there is an urgent need to comprehensively and systematically guarantee the right of party members to supervise.However,at present,there are still problems that the relevant provisions are too scattered,some safeguards are missing and the supporting mechanism of safeguards is not perfect.Therefore,the construction of the guarantee system of the right to supervise party members needs to be improved.The guarantee system for the supervision rights of party members stipulates the responsible body for guaranteeing the supervision rights of party members,the content of the supervision rights of party members and the corresponding guarantee measures,with the aim of providing all-round institutional guarantee for the exercise of supervision rights by party members.Relying only on the provisions of the Regulations on the Protection of the Rights of Party Members of the Communist Party of China,ignoring the linkage between the safeguards and the lack of matching mechanisms,the regulations themselves will not be able to play their normative effect and safeguarding role.Therefore,to improve the guarantee system of the right to supervise party members,we should start from three aspects: systematizing the guarantee measures,improving the guarantee measures in the guarantee system and perfecting the mechanism supporting the guarantee measures.The systematization of safeguards is carried out in two aspects: firstly,to improve the articulation of the substantive provisions of safeguards,to build a network of safeguards,and to realize the interconnection of safeguards to form a synergy;secondly,to improve the procedural provisions of safeguards,and to refine the procedural provisions for the relief of the independent rights of party members’ supervision.Through the establishment of two specific safeguards to improve the protection system of the right of party members to supervision: first,the establishment of incentives and rewards,party organizations at all levels according to their actual situation to the party members who have made outstanding contributions to the supervision of the party to award honorary titles;second,the establishment of fault-tolerant measures,fault-tolerant measures is not due to the subjective factors of the party members to supervise the inaccuracy of the situation to be tolerated and timely release of the supervised person The review.To improve the mechanism supporting the safeguards,we should broaden and smooth the supervision channels for party members and improve the openness of party affairs to provide conditions for the exercise of the right of supervision by party members: first,to broaden and smooth the supervision channels for party members,the construction of the safeguards system should keep pace with the times and constantly add new supervision channels according to the actual situation;second,to improve the openness of party affairs based on the right to information,set up an open party affairs group or commissioner to facilitate party members’ access to Party information is facilitated.
