A Study Of The CPC’s Political Party Diplomacy In The New Era

With the globalization of the economy and the increasingly complex international situation,party diplomacy,as one of the important diplomatic entities in contemporary times,plays an increasingly important role.Currently,global pandemics,the Russia-Ukraine war,climate change,natural disasters,environmental pollution,terrorism,cyber security,ongoing regional conflicts,and ideological divides bring suffering and threats to human society.In the face of this new situation of accelerated change,party diplomacy within China’s diplomatic system has assumed a more important task.As the leading force in China’s diplomacy,the Communist Party of China(CPC)fully leverages its role in party diplomacy to lead and guide China’s foreign relations and create a favorable external environment.This paper examines the historical development of party diplomacy by the CPC,explores the background,basic positioning,fundamental motivations,purposes and missions,main tasks,guiding principles,and innovative aspects of party diplomacy in the new era of China.It also presents the challenges and coping strategies for party diplomacy in the new era,contributing to the study of Marxist diplomatic theory,a comprehensive understanding of the CPC’s diplomatic ideas and concepts,and the implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.In particular,it emphasizes a profound understanding of General Secretary Xi Jinping’s important speeches on diplomacy,providing new ideas for the CPC and the Chinese government’s participation in global governance,enhancing the international image of the CPC,and promoting the overall development of China’s diplomacy.The first part of this paper primarily discusses the theoretical foundation and historical evolution of the CPC’s party diplomacy.It includes the relevant concepts and theories of the CPC’s party diplomacy and reviews its historical development in three stages: the founding period(1921-1949),the formation period(1949-1978),the reform period(1978-2012).Through continuous enrichment and development,the CPC’s party diplomacy has demonstrated characteristics such as inclusiveness,flexibility,strategic foresight,and prevention.The second part provides an overview of the CPC’s party diplomacy in the new era.It introduces the era’s background from three perspectives: global conditions,national conditions,and party conditions.Faced with complex circumstances,General Secretary Xi Jinping has put forward a series of important discourses,providing powerful ideological weapons for the CPC’s party diplomacy in the new era.These include the basic positioning of the CPC’s external exchanges in the new era,the fundamental motivations of the CPC’s party diplomacy,the purposes and missions of the CPC’s party diplomacy in the new era,the main tasks of the CPC’s party diplomacy in the new era,and the guiding principles of the CPC’s party diplomacy in the new era.The CPC’s party diplomacy serves to help the outside world better understand China and the CPC,highlighting the leadership of the CPC.The third part of the paper focuses on the theoretical and practical innovations of the CPC’s party diplomacy in the new era.The theoretical innovation includes the development of a new type of party-to-party relationship based on the Four Principles of Party-to-Party Relations in the new era,as well as the concept of a community with a shared future for humanity addressing the "questions of the times." The practical innovations include hosting global party conferences,emphasizing the improvement of the network layout for party exchanges and cooperation,highlighting the attributes and characteristics of the CPC to serve its own construction,strengthening external propaganda to enhance the CPC and the country’s soft power,and resolutely safeguarding national interests.The fourth part discusses the challenges and coping strategies that the CPC’s party diplomacy faces in the contemporary era.The challenges include new changes in Western party politics and the Western use of ideological differences to restrict normal inter-party exchanges.To adapt to the current new situation and challenges,the CPC’s party diplomacy actively serves the cause of national rejuvenation and human progress as its main theme.It continuously builds new types of party relationships,enhances the role of party diplomacy as a bridge and link,and continues to tell the story of the CPC,thus promoting the successful completion of the new era’s mission for the CPC’s party diplomacy.
