| To maintain the harmonious development of tax and economy,establish the harmonious relationship between tax authorities and taxpayers,put forward higher requirements for tax personnel.In particular,the efficiency of tax service is further improved with the change of national and local tax’s window business from multiple Windows to one office.The service of tax department becomes efficient and convenient,so that taxpayers can experience the service efficiency of tax department.National tax system of civil servants as a special class,the incentive system construction has its special demand,especially the relatively independent of the administrative system,the tax authorities to factors such as personnel flow relatively closed incentive mechanism obvious deficiencies,grass-roots work lack of energy,is the challenges faced by the current grass-roots tax department.Therefore,this paper conducts relevant research on the civil servant incentive problem of the national tax system,elaborates the domestic and foreign research on relevant content,defines the relevant concept connotation of incentive,and analyzes the theoretical basis of incentive.This paper introduces the functions,institutions and personnel of the national tax bureau of A city,and analyzes the measures adopted by the state tax bureau of A city to encourage civil servants to establish A perfect salary incentive system,and insist on paying equal attention to both material and spiritual rewards.By means of questionnaire,the survey and data analysis on the current situation of incentive for civil servants in A city were conducted.This paper makes an analysis of some problems such as the in scientific setting of some indexes of performance appraisal,the misunderstanding of performance appraisal and incentive mechanism,the in scientific promotion,the compensation system and the in comprehensive training.This paper summarizes the relative incentive measures of the tax bureau in Pan Yu district of Guang Zhou.On the basis of above research,the article according to foster a motivational climate for good performance,security performance appraisal fairness properties,build a more effective compensation incentive model put forward the goal of establishing scientific selection and promotion mechanism,the civil servant incentive innovation culture,strengthen staff training,improve the system of performance appraisal,increase publicity of performance management,emphasis on staff’s incentive demand.The research of this paper can help to enhance the incentive effect of public servants in Ning Xia tax system and improve their working enthusiasm. |
