The 19 th National Congress of the Communist Party of China clearly pointed out that China’s economy has shifted from a high-speed growth stage to a high-quality development stage.The Fifth Plenary Session of the 19 th CPC Central Committee further pointed out that the theme of economic and social development during the "fourteenth five year plan" period is to promote high-quality development.We must put the issue of development quality in a more prominent position and strive to improve the quality and efficiency of development.To promote high-quality economic development,we need to deepen the reform of systems and mechanisms,and further stimulate the vitality of market players by optimizing the business environment,liberating and developing productive forces,improving competitiveness.Guangzhou has successively promoted the reform of business environment 1.0,2.0and 3.0.In the first year of the "14th five year plan",it also planned to implement the reform of business environment 4.0 with the embroidery Kung Fu system,adhered to the concept of "everyone is a business environment and optimize the business environment everywhere",promoted the implementation of various tasks of business environment reform,better served the market subjects and the people,and helped the construction of Guangdong Hong Kong Macao Bay district.Optimizing the business environment and stimulating market vitality is an important way for local grass-roots governments to develop the economy at this stage.Based on the actual situation of L street in District P,this paper builds a task list of higher-level business environment by benchmarking the world bank’s business environment assessment indicators and the highest,best and best benchmarking in District P of Guangzhou,and makes a multi-dimensional and multi angle analysis of the business environment in L street in District p by issuing questionnaires to the market subjects under its jurisdiction and interviewing with the personnel of enterprises and government economic development departments.The research shows that although the construction of the business environment in L street of P district has achieved certain results,there is still a gap from the requirements of high-quality economic development.There are still some problems,such as the government efficiency still needs to be improved,the publicity and implementation of the preferential policies for enterprises are not in place,the traffic is blocked,the city appearance is not clean,the land cost is too high,the guiding industry advantage is not strong,the supporting facilities are not enough,the communication between the government and enterprises is not enough,and the proactive service is not enough,And the causes of the problems are analyzed in depth.Focusing on improving GDP and tax revenue,improving the relationship between government and enterprises,forming a sustainable and high-quality industrial chain,and building a harmonious economic development ecological environment,this paper proposes to build an efficient and convenient government service system,build a street village(community)-park enterprise investment promotion service system,optimize traffic problems,strengthen road network construction,strengthen environmental cleaning,coordinate investment promotion carriers,release investment promotion vitality,clarify development positioning,strengthen industrial guidance We should enrich supporting services,improve the evaluation system and improve service awareness.
