As China’s national economic and social development continues to make new progress,the Fifth Plenary session of the 19 th CPC Central Committee proposed to improve the performance assessment to promote high-quality development,standardize the assessment system,and raise the level of assessment.However,with the increasing importance of performance appraisal,the existing problems of performance appraisal of governments at all levels have become increasingly prominent,especially for grassroots governments,the assessment indicators are too rigid,the assessment methods become formal,and the assessment results are not paid attention to,which cannot reflect the essence of the Central Committee’s emphasis on the performance appraisal of grassroots governments.In order to effectively avoid the disadvantages of traditional performance appraisal,based on the theory of the balanced scorecard to P L county township government performance evaluation system for research,first of all,based on objectivity,coordination and rationality,selected financial dimension,the customer dimension,internal operational dimension,learning and growth dimension under multiple evaluation indexes,and USES analytic hierarchy process(AHP)to determine the weights of evaluation indices,Then build L county and P township performance appraisal system.Secondly,the original data of the above several assessment indicators of L County and P township in recent five years were obtained,and the data were processed dimensionless to calculate the scores of government performance assessment indicators of L County and P township.Thirdly,the assessment scores of the four dimensions of L County and P township in recent five years are analyzed.Based on the analysis of the government performance appraisal scores of L County and P Township in the past five years under the balanced scorecard theory,this paper finds that there are certain problems in the four assessment dimensions of L County and P township.In order to effectively solve these problems,this paper puts forward certain countermeasures and suggestions,including attaching importance to the financial dimension and strengthening the control of funds.Focus on customer dimension and improve service quality;Sort out the internal operation dimension and optimize the internal process;Strengthen the dimension of learning and growth,cultivate core talents,etc.
