Study On The Improvement Of The People’s Mediation Role In The Grass Roots Social Governance Of Yiyuan County

In recent years,with the rapid development of economy and society,social interest relations are constantly changing,and conflicts often occur.If these unstable factors cannot be resolved in time,they will directly affect social harmony and stability.As an important way of conflict resolution,people’s mediation has been widely recognized and practiced in grassroots social governance,playing a role in maintaining the harmony and stability of grassroots society,promoting law popularization and moral guidance,integrating mediation resources and relieving litigation pressure.Improving people’s mediation and giving play to its role as the "first line of defense" is conducive to promoting the benign interaction between government governance,social regulation and mass autonomy in grass-roots social governance,and ultimately realizing a grass-roots social governance pattern of co construction,co governance and sharing.In the article,the author takes the role of people’s mediation in grass-roots social governance as the starting point,multi center governance theory,social conflict theory as the theoretical basis,according to the theoretical analysis framework of "subject organization system",and from the perspective of the interdisciplinary research of administrative management and sociology,the author conducts an empirical study on people’s mediation in Yiyuan County through questionnaires,interviews,case studies and other research methods.Through the analysis of data materials and typical cases in the operation of the "1+N" model of people’s mediation in Yiyuan County,it is found that people’s mediation in Yiyuan County is faced with problems such as insufficient coordination of multiple subjects,nonstandard allocation of mediation organizations,and unsmooth implementation of the judicial confirmation system.The main reasons for these problems are the low recognition of people’s mediation,inadequate protection of the foundation of mediation organizations,and the weakness of people’s mediation agreements themselves.On this basis,the paper puts forward countermeasures to further enhance the role of people’s mediation in social governance at the grass-roots level: first,strengthen the participation of multiple subjects,including strengthening the publicity of people’s mediation,increasing the importance of government departments,strengthening the construction of people’s mediation teams,and reshaping the sense of trust and identity of the masses;Second,establish and improve all kinds of mediation organizations,including enhancing the stability of people’s mediation organizations,actively developing industrial and professional mediation organizations,vigorously developing social mediation organizations,and promoting the cohesion and coordination of diverse mediation organizations;The third is to improve the application rate of the judicial confirmation system,mainly including strengthening the publicity of the judicial confirmation system,increasing the proportion of written mediation agreements,exploring the establishment of a mediation agreement legitimacy review system,improving and optimizing the people’s mediation and court liaison and cooperation mechanism,and improving the people’s mediation laws and regulations.Through a series of measures,people’s mediation is constantly improved and played its role in resolving disputes,providing a basis for people’s mediation innovation in central Shandong,promoting the establishment of a new social governance system,so as to achieve the goal of effective social governance at the grass-roots level.
