How To Raise The Efficiency Of Government Management In The Omnimedia Era?

With the development of economy and society,China has entered a new era of socialism with Chinese characteristics.The contradiction between the people’s growing needs for a better life and the unbalanced and inadequate development has increasingly become prominent.Therefore,China has put forward the fifth modernization goal of "basically realizing the modernization of national governance system and governance capacity".As a new generation of supervision mode,media politics has emerged,which innovates media supervision,mass supervision and public opinion supervision means,promotes the construction of responsible government in China,and broadens the channels of citizen participation in China.As the only pilot area in China,Pingtan comprehensive experimental zone takes the lead in carrying out all media political work in Fujian Province,which effectively improves the government governance efficiency of Pingtan comprehensive experimental zone.And all-media politics is a new mechanism and means for the supervision of Party conduct and government conduct in Pingtan comprehensive experimental zone.However,the new things must have some limitations.After a period of development,as a government supervision mechanism and means,Pingtan comprehensive experimental zone’s all-media political inquiry has gradually exposed some related problems,such as routine political inquiry,little citizen participation,limited political content,insufficient guidance and publicity,imperfect political inquiry mechanism,insufficient discipline rigidity,etc,which has caused a certain impact on the supervision effect of media political inquiry and sustainable broadening of the channel of the participation of the people.By using the responsible government theory and citizen participation ladder theory related to all-media politics to improve the supervision effect and broaden the channels of citizen participation,and using the methods of literature,interview,questionnaire and field research,this paper analyzes the collected data in a quantitative way respectively from the following aspects:the background,operation mechanism,topic selection,personnel allocation,clue solution mechanism and citizen participation of Pingtan all-media politics.In addition,this paper uses the theoretical basis to analyze the six reasons that cause the problems,such as the weak consciousness of government officials,the need to improve the political literacy of citizens,the lack of team building of the political accountability team,the insufficient development depth of media integration,the lack of collaborative operation mechanism,and the lack of rationalization of the accountability implementation system.Finally,in view of the two problems of "how to take more effective means to play a greater role in the supervision of the government governance process,so as to effectively improve the efficiency of government governance" and "how to improve the self defect of Pingtan all-media politics so as to further shape a good channel of citizen participation",combined with the actual situation of Pingtan comprehensive experimental zone,this paper puts forward twelve feasible improvement measures and suggestions from the following four aspects:deepening awareness and enhance ability,enrich content and form,pay much attention to the team construction of talent,promoting the construction of system and mechanism,etc,so as to solve the internal defects of all-media political inquiry,realize self-transformation,and better serve the construction of "one island,two windows,three districts" in Pingtan comprehensive experimental zone.
