Research On The Problems Existing In The Implementation Of ZhengZhou’s Cultural Policies Benefiting The People

With the continuous development and improvement of China’s comprehensive national strength,the income level and living standard of the Chinese people have also seen a rapid improvement.In addition to meeting the most basic living needs such as clothing,food,housing and transportation,people have more disposable income and disposable spare time,and the desire to explore a richer spare time life is gradually stronger.In order to conform to the characteristics of social development,since the 1980 s,a variety of mass cultural entertainment places began to emerge in the market,and people spontaneously meet the richer and personalized cultural entertainment needs through different entertainment ways.In order to guide the development direction of the spiritual and cultural life,meet the needs of people public’s spiritual and cultural,since the party’s 17 th national congress of our country began to advocate vigorously promote socialist cultural undertakings is prosperous big development,through national policies to guide the way to promote the development of new era characteristic socialist cultural undertakings,Constantly meet the needs of the people in the spiritual field,cultural field more precise characteristics,and constantly improve the taste of the masses in cultural life.It was at the 17 th National Congress of the Communist Party of China(CPC)that the state first proposed the "cultural project for the benefit of the people",which mainly included key projects such as the project to extend radio and television coverage to every village,the project to expand rural libraries,the project to show films in rural areas,the national project to share cultural information and resources,the project to help students and develop western China,and the project to extend television coverage to every household.This work was first proposed to establish a system of cultural services that will benefit the people of the whole country,which is also a major measure to promote the great development and prosperity of socialist culture.In response to the needs of national policies,Zhengzhou issued the Implementation Plan of Cultural Benefit work in Zhengzhou in 2011,which mainly includes the construction of rural cultural courtyard and community cultural activity center,training of cultural administrators,construction of rural libraries,rural public benefit film screening and stage art in rural areas.Compared with the national policy,the cultural policy of Zhengzhou lays more emphasis on the development of rural cultural undertakings and the development of local traditional culture.Since then,Zhengzhou has continuously launched such cultural services as the performance season of fine plays,"Tianzhong Forum" of Zhengzhou Library,and urban study,which further improved the cultural policy system of Zhengzhou and enriched the construction of public cultural service system of Zhengzhou.It has been more than 10 years since the implementation of the cultural benefit policy.In the process from the introduction to the specific implementation of the cultural benefit policy in Zhengzhou,how has the policy been completed? Is the satisfaction of the masses as expected? Has the spiritual and cultural life of the people improved significantly before the policy was introduced? Are there issues that need to be improved in the implementation of the policy? How to improve the implementation of cultural policies from a practical point of view? These are some of the questions to be discussed in this article.This study by looking at data and questionnaire survey methods,uses the theory of the development of the socialist culture with Chinese characteristics and Smith policy model theory tools of zhengzhou city’s cultural public benefits policy implementation problems for further study,research mainly divided into four parts,the first part is the zhengzhou cultural public benefits policy implementation and effect of comb summary;The second part is to discuss the problems existing in the implementation of zhengzhou cultural policy;The third part is the deep reason of the existing problems in the implementation of zhengzhou cultural policy;The fourth part is to put forward effective suggestions on the sustainable development of the implementation of zhengzhou cultural policy.
