| Cultivated land is an irreplaceable natural resource and agricultural production factor,and it is also the basic condition for human survival,which plays a very important role in ensuring food security and promoting social and economic development.Cultivated land in China has the characteristics of large total amount,uneven distribution of quality and quantity in space,small per capita possession,little reserve resources and poor land resources.With the acceleration of China’s industrialization and urbanization,the main rural labor force in China is constantly shifting to cities and towns,but the requirements for the quantity and quality of food crops are getting higher and higher.Therefore,how to improve the use efficiency of cultivated land is not only related to the national food security,but also related to the sustainable economic development and social stability.As a major grain-producing province in China,Henan Province plays an important role in ensuring national food security,but it is also facing a severe contradiction between man and land.Therefore,for Henan Province,how to realize the optimal allocation of cultivated land resources,improve the efficiency of cultivated land use,give full play to the maximum benefits and increase output is a major practical problem that needs to be solved urgently.Under this background,this paper sorts out the theories of cultivated land resources utilization at home and abroad,and takes Henan Province and other cities as the research object.First,it analyzes the current situation of cultivated land utilization in Henan Province.Secondly,based on the panel data of cities in 2010-2020 and 2020,according to the influence mechanism of cultivated land use efficiency and the research results of relevant scholars,the input-output index table of cultivated land efficiency evaluation is constructed.Then,the DEA model is selected to measure and evaluate the cultivated land use from the perspectives of time series and region,and the cities with invalid DEA are projected.Finally,the panel Tobit regression model is used to explore the influence of various influencing factors on cultivated land use efficiency in Henan Province.The results show that,based on the DEA model,the cultivated land use efficiency in Henan Province is relatively stable from 2010 to 2020,and in terms of input indicators,except for the number of employees in the primary industry,the other five indicators are fluctuating.Based on DEA model,the regional analysis of cultivated land use efficiency in Henan province in 2020 shows that the effective cities of cultivated land use efficiency in all cities in the province are 61%,and the number of invalid cities accounts for 39%.In ineffective cities,there are different degrees of input redundancy,resulting in a large number of output deficiencies.The regression analysis based on Tobit model shows that per capita GDP and multiple cropping index of cultivated land have significant positive effects,and the order of their effects is effective irrigation area > multiple cropping index of cultivated land > per capita GDP > total mechanical power per unit area,but the effective irrigation area and total mechanical power per unit area have significant negative effects.Based on the above conclusions,the following suggestions are put forward: control the input area of cultivated land and optimize the input structure of cultivated land production;Increase investment in science and technology and improve the technical level of cultivated land production;Improve the quality of labor force and speed up the transfer of rural labor force;Improve soil fertility and optimize fertilizer input in farmland.Finally,it provides policy suggestions for the sustainable development of cultivated land utilization in Henan province,and provides policy and direction guidance for the development and utilization of cultivated land in Henan province.At the same time,a large number of investigation and analysis data in this paper can also provide reference for future researchers. |
