| Xiangshan County is close to the three major fishing grounds of Damuyang,Maotouyang,and Yushan,with superior fishery resources.It is a major fishery county in China and an important "provincial leading area for fishery transformation and development" in Zhejiang.Xiangshan has successively received a series of honorary titles such as the hometown of aquatic products in China,the national advanced county for aquatic product production,the national fishery safety demonstration county,the capital of seafood in China,and the first batch of national marine ecological civilization construction demonstration areas.By 2020,the county’s fishery output value totaled 10.640 billion yuan,accounting for 72.94% of the county’s total agricultural output value.It is a traditional and pillar industry in Xiangshan County.Taking green fisheries,digital fisheries,and safe fisheries as the starting points,focusing on the theme of high-quality development of fisheries,optimizing the overall industrial layout,improving the organization and scale of fisheries,and gradually elongating the fishery industry chain are of promoting significance for building Xiangshan into a model county for high-quality development of fisheries in Zhejiang Province.In order to comprehensively grasp the current development situation,existing problems,and optimize the transformation direction of the entire fishery industry chain in Xiangshan County,a combination of in-depth interviews and questionnaire surveys was mainly adopted.Focusing on the entire fishery economy industry chain,in-depth and detailed field investigations were conducted on 25 enterprises in various industrial links of the county’s fishery industry chain.The survey results show that the development of the fishery industry chain in Xiangshan County presents the following characteristics: First,the fishery industry chain is characterized by "top heavy and foot heavy".The "fishing industry" is developed,the processing industry lags behind,and the fishery productive service industry is lacking;The second is that the fishery economy is characterized by extensive growth.The proportion of deep processing of aquatic products is low,and the overall added value of products is not high;The circulation of aquatic products is dominated by traditional wholesale,and the cold chain logistics of aquatic products based on information and digital technology has not yet taken shape;The third is the weak anti risk ability of the entire fishery industry chain,and enterprises in the fishery industry chain are characterized by large fluctuations in production costs and low product profits.Fourth,the industrial chain urgently needs to transform from "traditional" to "modern".There is an urgent need to improve the overall development level of the fishery industry chain through ways such as greening aquaculture,digitizing fisheries,and branding products.Based on the experience of constructing the entire fishery industry chain in other typical regions,this thesis proposes the idea of "one strong,two excellent,and three active" fishery industry chain construction in Xiangshan County,namely,"strengthening one industry,optimizing two industries,and activating three industries",and points out the main direction of development of the entire fishery industry chain in Xiangshan County;Drawing on the experience of Zhoushan City in the development of digital empowered fishery industry chain,it is proposed to build a comprehensive and integrated fishery service platform with four major functions,including a big data operation center and a fishery industry supply chain service platform,to digitally empower the development of Xiangshan fishery;In the process of "Blue Finance" assisting in the construction of the entire fishery industry chain,a topdown design of marine financial products and financial service models has been made based on the fishery industry chain,forming a comprehensive financial service solution for the entire industry chain at six nodes,including mariculture,marine fishing,and aquatic processing.At the same time,in order to promote the transformation and upgrading of the Xiangshan fishery industry chain,specific implementation paths such as constructing a marine science and technology demonstration park and a modern marine fishery agglomeration demonstration zone,creating a fishing and marine characteristic town,and a modern marine biological industry park can be adopted.Relying on the advantages of Xiangshan County’s marine resources,a comprehensive fishery industry chain integrating scientific and technological innovation,aquatic processing,cold chain logistics,and marine tourism can be built,through breeding,processing The organic combination of warehousing logistics,equipment technology,and information technology will achieve the scale and intensification of the entire fishery industry chain,extend the industry chain,and enhance the value of the industry chain.At the same time,the fishery resources advantages of Xiangshan County will be fully utilized to vigorously develop the marine biological industry.Finally,through analyzing the existing resource advantages and development situation of Xiangshan County,countermeasures and suggestions are proposed for the development of the entire fishery industry chain in Xiangshan
