| According to the requirements of the State to build "smart taxation" and promote modernized tax collection and management,the General Administration of Taxation has proposed "non-contact" tax payment service.In accordance with the principle of "doing it online as much as possible",the Taxation Bureau of H Province has been making full use of taxation data and information technology to enrich online processing matters.Around the common tax payment business,it continuously expands the coverage of "non-contact" tax payment service and promotes online and mobile processing to become the norm,so that taxpayers and bill payers can realize tax payment without going out of their homes,which not only reduces the cost of both levy and payment,but also reduces the risk of spreading epidemic brought by the gathering of people,and thus has been widely recognized by enterprises and the public.It has been generally recognized by enterprises and the public.In order to make the "non-contact" tax payment service in Province H better serve the taxpayers,this paper sorts out a series of problems in the process of implementing the "non-contact" tax payment service in Province H,such as the system is not perfect,the publicity and counseling are not targeted,the efficiency of tax service is not high,and the information sharing is not enough.In this paper,a series of problems such as imperfect functions and poorly targeted publicity and counseling are identified.By applying the new public service theory and government process reengineering theory,the departmental linkage-data exchange foundation layer,multi-channel-function intensive service layer and efficient and high quality-intelligent taxation target layer are constructed respectively.In the service layer,it creates a closed loop of personalized online tax payment service with precise counseling beforehand,intelligent guidance during the process and opinion collection afterwards,and proposes guarantee measures in four dimensions: system guarantee,organization guarantee,personnel guarantee and system guarantee,so as to meet the new type of equalized and personalized tax payment service of taxpayers by providing quality tax service,implementing efficient management and relying on intelligent technology."Non-contact" tax payment service system. |
