The operation mode of China’s air cargo network is still in the initial stage,and the air-toair transit rate of most domestic hub airports is generally low.The hub system of air cargo network has not been completely established,and each airport has not really formed a transport system with clear hierarchy and efficient connection from the network level.In order to perfect our country’s air cargo hub layout,in December 2018,the National Development and Reform Commission and the Ministry of Transport jointly issued by the national logistics hub layout and construction planning,planning layout of the 23 airport-type national logistics hub city,the future of these cities will become the key to the national air cargo network nodes and the backbone of hub.Therefore,on the basis of hub-and-spoke network theory,this thesis optimizes the design of China’s air cargo transport network from the national macro level by taking 23airport-type national logistics hub city as the research objects.Firstly,this thesis combs the related concepts and theories of airport type national logistics hub,air cargo network and hub and spoke air transport network,which lays a solid theoretical foundation for the follow-up research.Secondly,the overall situation and main problems of China’s air cargo network are quantitatively analyzed from the two levels of airports and routes,and then the follow-up research focus and design objectives of this thesis are clarified.Thirdly,starting from the competitiveness of urban air logistics,the thesis uses the gravity model of air logistics to build the air logistics association network among 23 cities,and calculates the centrality index of each city on the basis of the relationship data,so as to take the three centrality index data as clustering variables,According to the results of cluster analysis,23 cities are divided into three levels: core hub city,secondary hub city and general hub city,and the planning of hub and spoke air cargo network "point element" is completed.Finally,on the basis of the determination of the airport city hierarchy,this thesis establishes the air cargo network airport node freight service relationship(connection relationship)assignment model according to NSUMAp HMP,and designs the solution algorithm of the assignment model by using tabu search algorithm,Then,according to the actual operation data,the hub and spoke air cargo network corresponding to 23 cities in four transit hub cities and five transit hub cities is constructed respectively,and the structural characteristics and operation mode of the air cargo network are analyzed from the perspective of macro overall network and micro single city,The results show that the two hub and spoke network configurations have formed a multi-layer layout mode covering the whole country,which can effectively solve the main existing problems of China’s air cargo network,and can adapt to the layout needs of China’s air cargo network in different development stages and different development plans.
