Study On Collaborative Governance Of Refined Oil Circulation Industry In H Province Under Energy Reform

Refined oil is an important energy commodity related to national development and People’s Daily life.A series of circulation activities such as storage,transportation and sales constitute the refined oil circulation industry,which has become one of the important industries affecting social production and life.Due to its development history,national policy,economic influence and other factors,the circulation of refined oil industry in our development process has produced many contradictions and problems,especially industry access,product quantity and quality risk,tax evasion phenomenon become increasingly prominent.In recent years,there has been an endless stream of confusion in the field of refined oil circulation in the public opinion,which has caused a lot of negative impact on the society and the people.Therefore,as the main body of public industry governance,how to deeply study and cooperate with various government departments and social forces to deal with the governance of refined oil circulation industry has become an important issue at present.By referring to literatures related to refined oil circulation industry and government collaborative governance,this paper conducts field research among relevant government departments and industry practitioners in H province,compares foreign collaborative governance experience of this industry and advanced domestic collaborative governance experience.Based on the analysis of the current situation of refined oil circulation industry in H Province,This paper introduces the basic measures and effects of government governance of refined oil circulation industry in H province,summarizes the governance effects achieved by H province in the construction of industry governance sharing platform,the formulation of collaborative policies for refined oil circulation industry and the implementation of collaborative activities,and makes comprehensive use of government governance theory and collaborative governance theory.On the basis of collaborative governance,governance mode,governance model and governance technology,this paper analyzes the reasons for the imperfect system,regulations and standards of collaborative governance in H province,the need to improve the collaborative efficiency among various subjects,the means and technology of collaborative governance to be strengthened,and the lack of government planning in the industry.This paper proposes the need to establish a governance system of refined oil circulation industry,which is led by the government,composed of market practitioners,industry associations and third-party institutions,and puts forward corresponding feasible countermeasures and suggestions,which are conducive to the construction of collaborative governance system and mechanism of refined oil circulation industry in H province under the background of energy reform,straighten out the collaborative governance relationship,and improve the governance level and efficiency.
