Study On The Implementation Of Sorted Charging Of Domestic Waste

The current domestic waste charging method in Beijing is fixed rate charging,which has some disadvantages,such as low charging standard,low collection rate,and no obvious effect on the reduction of domestic waste production.Since 2017,the policy of charging by quantity and sorted pricing of urban domestic waste has been put forward continuously.The implementation of this waste charging policy not only can reduce the financial expenditure of local governments,but also promote the reduction and recycling of urban domestic waste,and promote the in-depth implementation of urban domestic waste sorting policy.Therefore,it is imperative to implement the policy of sorted charging of urban domestic waste.The purpose of this paper is to implement the policy of sorted charging of domestic waste.Under the guidance of circular economy theory,public goods theory,externality theory and governance theory,this paper collects the policy texts related to domestic waste charging issued by the state and Beijing and the interview texts obtained from in-depth interviews with Beijing residents related to domestic waste sorted charging,which uses the grounded theory in qualitative research for open coding,spindle coding and selective coding.And then a model affecting the implementation of domestic waste sorting charge in Beijing is established.At the same time,in the grounded theoretical analysis,it is found that China has not put forward the specific charging standard of domestic waste sorted charging.But residents pay great attention to the domestic waste sorted charging standard.And the domestic waste sorted charging standard will affect residents’ willingness to pay.Therefore,based on the principle of’compensation cost and reasonable profit’,this paper calculates the implementation standards of sorted charges for various types of domestic waste.Finally,based on the above analysis,this paper puts forward some suggestions on the implementation of domestic waste sorting charge policy in Beijing from three aspects:the supporting measures of domestic waste sorting charge in Beijing,the implementation scheme of domestic waste sorting charge in Beijing and the implementation steps of domestic waste sorting charge in Beijing.
