A Study On The Prevention And Control Of Natural Disasters And Epidemics By The Com Munist Party Of China Since Reform And Ope Ning Up

Since reform and opening-up,with the acceleration of industrialization,urbanization and it application,China has faced increasing risk factors such as instability and uncertainty,and the frequent occurrence of major natural disasters and epidemics has posed major challenges to public safety and people’s lives and health.In this context,it is of great theoretical and practical significance to study the CPC’s theory and practice of epidemic prevention and control.The marxist interpretation of disaster theory has played an important theoretical supporting role in guiding the CPC to fight against various disasters and epidemics.The wisdom of antidisaster and epidemic prevention contained in the traditional Chinese thought of disaster relief has become the source of the party’s thought of disaster prevention and control.Modern emergency management theory provides scientific theoretical guidance for disaster prevention and control;The CPC has always focused on combining Marxist scientific theories with China’s actual disaster prevention and control practices and making theoretical innovations,thus forming a theoretical system of disaster prevention and control with Chinese characteristics.Based on the 1992 market economic system reform and the 2012 18 th National Congress of the Communist Party of China(CPC),the topic is divided into three stages: 1978-1992,1993-2012,and since the 18 TH National Congress of the Communist Party of China(CPC).By reviewing the typical practices of the CPC in different periods since reform and opening up and grasping the essential characteristics of the CPC,the basic principles of epidemic prevention and control have been summarized as follows: 1)Party spirit: firmly establish the core consciousness,follow the centralized and unified leadership of the CPC,and carry forward the spirit of daring to fight and win;Second,the people’s nature,adhere to the position of the people,safeguard the interests of the people,respect the main position of the people;Third,we should stick to a scientific attitude of seeking truth from facts,adhere to a scientific and clear direction of work,and rely on strong scientific and technological support.With people in leadership of the communist party of China in the practice of the plague prevention and control,scientific analysis situation,establish and perfect the norm of the plague prevention and control mechanism,mainly includes highlights of front-end monitoring and early warning mechanism,the diversification of social mobilization mechanism,the effect of the linkage of the holistic coordination mechanism,to improve the overall effectiveness of response to the crisis.The COMMUNIST Party of China(CPC)is committed to fulfilling its original mission,rallying and leading the Chinese people to overcome various risks and tests of the epidemic,and has accumulated valuable experience through exploration and practice.First,upholding the overall leadership of the Party;Second,we must give full play to the advantages of the socialist system,the whole nation system,and fully release the kinetic energy of the basic socialist economic system;Third,we need to mobilize the people’s minds to prevent and control the epidemic,firmly control the power of public opinion,create a good atmosphere,and solidify the great spirit to provide strength and support for overcoming the challenge of the epidemic.Fourth,we have made disaster prevention and control more standardized,open and law-based,focused on overall planning and coordination,strengthened information guidance,and improved laws and regulations.These experiences provide an important reference for the CPC to improve its overall ability to govern the country and control complex situations,safeguard people’s lives,promote the healthy development of the economy and take the road of the new era.
