China’s urbanization development poses challenge to the achievement of carbon neutralization and carbon peak.The manufacturing industry as the core of the industrial sector,and the logistics industry as the producer service industry.The manufacturing and logistics are highly correlated.Both of these two industries have the characteristics of high energy consumption and high pollution.Manufacturing industry is the foundation of logistics industry,and logistics industry is the guarantee to improve the manufacturing industry’s efficiency,so that the two industries complement each other.As the relationship of logistics industry and manufacturing industry transformed from coexistence to integration,whether the "two wheel drive" strategy can play an effective role in reducing carbon emissions is worth studying.The relationship between logistics industry and manufacturing industry has become closer and closer with the deepening of division of labor.The traditional single industry agglomeration has gradually turned to the collaborative agglomeration of logistics industry and manufacturing industry.The collaborative agglomeration relationship between the manufacturing industry and logistics industry has gradually become an important driving force to achieve the Carbon peaking and carbon neutralization targets.From the perspective of collaborative agglomeration of logistics industry and manufacturing industry,this paper studies will the collaborative agglomeration between the manufacturing industry and logistic industry affects carbon emissions,the impact mechanism and the impact of different external environments on the transmission path.Then offer the policy suggestions for China’s low-carbon development and the collaborative agglomeration development between the logistics industry and the manufacturing industry.In the first part,this paper expounds the action mechanism of industrial collaborative agglomeration affecting carbon emission starting from the agglomeration effect.After that,this paper clarifying the path of scientific and technological innovation in the impact of logistics and manufacturing collaborative agglomeration on carbon emission.Then this paper further analyzes how to strengthen the impact effect of informationalization level and environmental regulation.In the second part,this paper calculates and analyzes the level of carbon emission and the development level of collaborative agglomeration between logistics industry and manufacturing industry.In the third part,this paper uses the panel data of 30 provinces,cities and autonomous regions from 2010 to 2019 to empirically test the impact of collaborative agglomeration of logistics industry and manufacturing industry on carbon emission.For further study,this paper taking technological innovation level as intermediary variable,as well as taking informationalization level and environmental regulation intensity as regulatory variables,using intermediary effect model and regulated intermediary model based on the benchmark experiment to test the impact mechanism of logistics and manufacturing on carbon emissions.Based on the series study,this paper draws the following conclusions:(1)the impact of the collaborative agglomeration of logistics industry and manufacturing industry on carbon emissions present significant negative effect.From the perspective of region,the collaborative agglomeration of logistics industry and manufacturing industry can promote carbon emission in the eastern region,and the collaborative agglomeration of logistics industry and manufacturing industry in the central,Western and northeast regions can inhibit carbon emission,among which the inhibition effect in the central region is the strongest.(2)Collaborative agglomeration of logistics industry and manufacturing industry can inhibit carbon emissions by improving the level of technological innovation.From the perspective of regional heterogeneity,in the eastern region,the two industries’ collaborative agglomeration inhibits the scientific and technological innovation,but the scientific and technological innovation plays an intermediary role.In the central region,the two industries’ collaborative agglomeration can promote scientific and technological innovation,but scientific and technological innovation does not play an intermediary role.Scientific and technological innovation in the western region plays an intermediary role in the impact of two industries’ collaborative agglomeration on carbon emissions,The collaborative agglomeration of two industries in Northeast China can not improve scientific and technological innovation,and scientific and technological innovation plays a media role in it.(3)The development level of informatization has strengthened the intermediary role of scientific and technological innovation between the collaborative agglomeration of logistics industry and manufacturing industry and carbon emission.(4)Environmental regulation strengthens the intermediary role of technological innovation between the collaborative agglomeration of logistics industry and manufacturing industry and carbon emission.Based on the research of this paper,the following policy implications are proposed:(1)China government should follow the law of the development of the collaborative agglomeration of logistics industry and manufacturing industry,and vigorously promote the collaborative agglomeration level of these two industries.As far as different regions are concerned,the eastern region should actively adjust the industrial structure within the logistics industry and manufacturing industry to avoid the ineffective agglomeration of the two industries.The other regions should pay attention to improving the collaborative agglomeration level of logistics industry and manufacturing industry.(2)The government should pays attention to creating a good innovation environment for the local area,and makes full use of the knowledge spillover effect generated by the collaborative agglomeration of logistics industry and manufacturing industry to slow down the local carbon emission.The eastern region should pay attention to the high-quality coordinated development of logistics industry and manufacturing industry,the central region should strengthen the transformation of green innovation,the western region should adhere to improving the application of factors,and the northeast region should strengthen the local industrial transformation and upgrading.(3)The government should grasp the opportunity of the information age.Build an information foundation to accelerate the rapid flow of the factors produced by the collaborative agglomeration of logistics and manufacturing.(4)The government should make full use of environmental regulation means to force enterprises to conduct the green technology innovation activities with the help of the knowledge interaction generated by the collaborative agglomeration of logistics industry and manufacturing industry,so as to promote local environmental protection.
