Research On The Influence Factors And Development Path Of CSSC Internet + Steel Trade Logistics Based On 4PL

As a strategic and modern comprehensive industry combining military and civilian,the shipping industry provides technical equipment for national defense construction and national economic construction,and provides important support for the country to implement the strategy of maritime power and manufacturing power.In recent years,the world shipbuilding industry has plunged into a predicament of a sharp contraction in the high-tech ship market,a sluggish marine engineering equipment market,and a continued sluggish market demand for mainstream ships.China's shipbuilding industry is facing the most severe challenges since the financial crisis.All shipping and marine industry enterprises are facing the pressure of transformation and upgrading and innovative development.They urgently need materials for ship and marine equipment manufacturing,especially marine steel with the most varieties and specifications of "Point-to-point" logistics distribution service.In October 2019,the National Development and Reform Commission issued the "Implementation Opinions on Promoting the In-depth Integration and Development of Advanced Manufacturing and Modern Service Industry",which pointed out the promotion of the integration of advanced manufacturing and modern service industries.Ship steel trade logistics is the integration of shipbuilding industry and logistics industry,so it is of great theoretical and practical significance to study the influencing factors and development path of ship steel trade logistics transformation.(1)Based on the study of "Internet+Steel Trade","Internet+Logistics" and fourth-party logistics theory,this paper analyzes the connotation,types and service modes of "Internet+Steel Trade Logistics".Among them,the types are divided into three types: steel companies and ship-to-sea enterprises,steel companies to build with steel traders,and steel traders to ship-to-sea enterprises alliance.The service model is divided into four types: self-operated service model,third-party service model,joint service model and fourth-party logistics service model,and each service model has different characteristics and applicability.(2)Based on the development status of 4PL "Internet+Steel Trade Logistics",16 relevant factors affecting the development of 4PL "China Shipbuilding Industry" Internet+Steel Trade Logistics are obtained through the literature method and expert interview method.The second round of expert selection was conducted on 16 influencing factors.Experts suggested deleting the perfection of the regulatory system and financial support,and subdividing the informatization level into enterprise informatization level and partner informatization level,and finally got 15 influencing 4PL development Factors such as corporate collaborative management capabilities,proportion of professionals,4PL awareness,and government policy support.(3)Analyze the 15 identified relevant factors that affect the development of the "China Shipbuilding Industry" Internet+steel trade logistics by using the interpretive structure model and the interval hierarchy method.First,the ISM method is used to qualitatively analyze the 15 influencing factors.The factors are divided into 5 layers,of which the first and second layers are classified as surface influencing factors,the third and fourth layers are classified as deep influencing factors,and the fifth layer is the fundamental influencing factor;finally,each level is determined by the IAHP method The weight of the influencing factors is calculated to obtain the key influencing factors at each level.Among the influencing factors at the surface level,the enterprise's collaborative management ability has the greatest influence,among the influencing factors,the enterprise's ability to integrate supply chain resources has the greatest influence.Among the fundamental influencing factors,the customer's recognition and Trust has the greatest influence.(4)Based on the analysis of the key influencing factors of the 4PL "China Shipbuilding Industry" Internet+Steel Trade Logistics,combined with the development status of the China Shipbuilding Industry Corporation,this paper gives the group's development of 4PL "Internet+Steel" based on the operation mode of each stage of 4PL "Trade logistics" path recommendations,including specific early stage collaborative operation model development path proposal,medium-term plan integrator operation model development path proposal and later industry innovator operation model development path proposal.
