In the second decade of the 21st century,talent has become an important resource to promote scientific and technological innovation and industrial structure in the process of social development,and China has promoted the talent strategy to the national level.Therefore,the introduction of talents is of great significance to promote China’s social and economic development.In recent years,China’s talent introduction related laws and regulations,policies and systems gradually standardized,some southern provinces launched a new talent policy,in the introduction of talent has achieved certain results.Heilongjiang Province is a big agricultural province and the "granary" of our country.It is not only rich in natural resources,but also very important in strategic position.However,in recent years,there has been a serious brain drain problem in Northeast China.As an important part of the northeast old industrial base,Heilongjiang Province urgently needs to introduce new talent policies to promote the smooth introduction of talents and promote the steady development of Heilongjiang Province.As a means to realize the policy,policy tools play a decisive role in all stages of the policy.In this context,it is very important to study the policy tools of talent introduction in Heilongjiang Province.By studying the policy tools of talent introduction in Heilongjiang Province,it can provide some suggestions for the talent introduction policy of Heilongjiang Province,promote the smooth introduction of talents in Heilongjiang Province,and play a certain role in promoting the revitalization of the old industrial base in the East and North.Based on the above background,this article uses the literature analysis method to collect and analyze the talent introduction policy texts of Heilongjiang Province in recent 20 years to obtain first-hand information;through the quantitative analysis method to study the talent introduction policy tools of Heilongjiang Province;through the establishment of the policy text quantitative system,from the policy tool type and the talent introduction policy activities of two dimensions To analyze the policy.Combined with the theory of policy tools,Maslow’s demand theory and push-pull theory,and drawing lessons from foreign Germany,Britain,Fujian Province and Shenzhen,this paper summarizes and refines the suggestions for optimizing the policy tools of talent introduction in Heilongjiang Province:first,the government should reasonably control the number of supply-oriented policy tools;second,optimize environmental policy tools at the same time;third,broaden the scope of use of demand-oriented policy tools Fourth,the innovative use of evaluation policy tools. |
