| At the beginning of 2020,the COVID-19 epidemic swept across the country.In order to further implement the joint prevention and control at the grassroots units and prevent COVID-19 from spreading in the city,Changchun began to carry out the “San Zhang” linkage system.With the “San Zhang” into the area residents’ lives,the efficiency of community epidemic prevention work has been significantly improved,the burden of community workers has been reduced to a certain extent,and the urban grass-roots social governance level has been improved accordingly.As the representative of outstanding human resources,the “San Zhang” group plays an active role in promoting the construction of community.However,due to the insufficiency of their own abilities,sometimes,they can not effectively complete their due responsibilities and obligations.To a certain extent,that will result that the effect of the“San Zhang” linkage system can not be exerted completely.Therefore,in order to promote the benign development of the community and make the “San Zhang system”plays its due role,it is particularly significant to cultivate the ability of those San Zhang.This research is based on some practical problems that the author found during the internship in L Community of Changchun.As a model community,L Community also has some deficiencies in the operation of the “San Zhang” linkage system.Through the preliminary questionnaire survey and one-to-one interview as well as other research methods,the author found that in terms of the “San Zhang” linkage system,“linkage”is the foundation and “movement” is the soul.For the Lou Dong Zhang of “linkage” is relatively easy,but the effect of “movement” is not ideal.Although most of them can actively contribute to the governance of their own homes and communities,in practical application,some of them exert too much effort,some do not play the actual role they should play,some are independent of each other,and some do not know what they should do at all.As the center role of the “San Zhang” linkage system,they can not achieve the actual standard of the “linkage” and lack of the abilities of communication,which makes the efficiency of the “San Zhang” linkage system can not be improved significantly.In a whole,the implement of the “San Zhang” linkage system is out of expectation.Based on this situation,the author cooperated with the social work agencies in the community to launch a growth group about improving the ability of Lou Dong Zhang in L community,which called “Fang Yuan Council Hall”.By improving their ability of communication,ability of information technology application,ability of abide the norms and ability of cooperation to promote the effective operation of the “San Zhang”linkage system in L community,so as to improve the level of residents’ autonomy.The whole project was carried out in the way of group work,and the operation of affairs was guided by the group dynamics theory and energy enhancement theory.Besides,the council was organized each week and 8 councils were organized in total.This project aimed to improve the abilities of the building leader,and enhance their sense of identity as well as responsibility at the same time.At the end of the project,the overall situation of the group activity was evaluated through two methods,which were the group process evaluation and the ability improvement effect evaluation.The following three conclusions can be drawn from the overall service process:firstly,the use of group work to establish a growth group will effectively link Lou Dong Zhang community,and successfully build a " Lou Dong Zhang community support network";Secondly,by cultivating the four abilities of Lou Dong Zhang,the initiative to participate in community affairs can be improved to some extent,the development of community residents’ autonomy can be promoted,and an effective form of community governance can be formed.Finally,Lou Dong Zhang’s personal problems and social environment combined,through Lou Dong Zhang share community affairs to liberate a part of the pressure of community staff,better play the “San Zhang system”should have the effect,so as to promote the development of community governance.The author has carried on the reflection and the summary to the group service process some circumstance.Lou Dong Zhangs’ ability improvement is a long-term process.To make the current team services replicable,we need to continue to polish,and establish a long-term linkage training system in the grass-roots community. |
