| The quality of the teaching staff is the core element of the quality of education in the 21 st century.Providing high quality and specialized teacher education is becoming an important way to improve the quality of education in the world.Therefore,countries pay more and more attention to the establishment of teacher quality assurance system in the field of teacher education to ensure the quality of teacher education.Under the background of "rural rejuvenation" and "education poverty alleviation ",the development quality of rural education in China has been continuously improved with the improvement of rural teachers’ quality.However,the level of education development in rural primary schools in ethnic areas of our country is generally not high,and the problem of rural education quality still needs to be solved urgently.Therefore,the research on the quality assurance of teachers in small-scale rural schools and the corresponding countermeasures are often helpful to improve the development level of rural education and promote the development of rural revitalization.Through the research of the existing literature at home and abroad,it is found that the current literature research on teachers’ quality assurance is mainly concentrated in the field of higher education,awhile the literature research that really focuses on the basic education in China,especially in small-scale schools in rural areas,is relatively lacking.In order to further study the core problem of teacher quality assurance,the author first defines the core concepts of teacher quality and teacher quality assurance,and after studying and researching the theory of balanced development of compulsory education and the theory of teacher quality management,the main frame of this paper is constructed according to the connotation and extension of the quality of teachers,the quality assurance system of teachers and the theoretical basis: teacher access system,teacher training system and teacher withdrawal system.The case study and analysis of small-scale schools in Y town of T county of Guangxi are carried out from the perspective of teacher management to explore the problems,causes and countermeasures in the process of ensuring teachers’ quality in the three aspects of the national and local governments and schools.Based on the analysis of the problems and causes of teachers’ quality assurance in small-scale schools,it is concluded that there are still many problems that need to be improved and solved in T county: there are many problems in teacher supplement system,too low condition of teachers’ access and low qualification of teachers’ appointment;there are some problems in teacher training system,such as inadequate supervision of teacher training results and unbalanced allocation of urban and rural educational resources;There are frequent teacher turnover in the system of teacher withdrawal,which leads to serious teacher loss,serious teacher separation and lack of basis for teacher exit management.In view of these problems,the author puts forward the strategies of perfecting the supplementary mechanism of teachers,improving the basic conditions of teachers’ access and appointment,improving the effectiveness of teachers’ training,allocating educational resources in a balanced way,stopping the loss of excellent teachers,reforming the system of teachers’ establishment and perfecting the system for the removal of unqualified teachers. |
