| Since the 19 th CPC National Congress,the CPC Central Committee with Comrade Xi Jinping at its core has attached great importance to building systems and mechanisms at the community level,and made plans to improve the management system at the community level.In order to implement the decision and deployment of the CPC Central Committee,Xingtai took the lead in carrying out the pilot reform of township institutions in Hebei Province in 2019,and it will be fully implemented in the whole city in 2020.The Municipal Party committee and the municipal government attach great importance to the reform of township institutions and regard it as the key work of the year.In May of the same year,all the towns(streets)of the city have completed the reform task,the reform has achieved obvious results.While fully affirming the achievements of the reform,there are still some inevitable problems in its operation.It is of great significance to study these problems and put forward reasonable solutions for consolidating and deepening the reform of township institutions.In this paper,the mature literature at home and abroad is carefully studied,the comprehensive use of new public management theory,service-oriented government theory,through case analysis,field investigation,comparative analysis,literature research and other methods to understand the development of xingtai township organization reform.After the completion of the reform,it is concluded that the efforts to build a service-oriented government still need to be strengthened,the problems of territorial management still exist,the incentive measures are not perfect,the supervision system is not in place and so on.In the final analysis,the reasons for the existence of the problem can be summarized as the function transformation is not in place,the boundary of authority division is not clear,the law enforcement procedure is not perfect,the implementation of incentive conditions is not in place,the absence of power supervision system,etc.On this basis,reasonable countermeasures and suggestions are put forward by learning from the typical experience and practices of Beijing and Jining,Shandong province,promoting the pilot reform experience of Wei County and the construction of the platform of "lower call and higher response" in Julu County.First,accelerate the transformation of township government functions and continue to build a service-oriented government.We will speed up the transformation of the functions of town and township governments,realize the connectivity of online service platforms for the convenience of cities and counties,and continue to deepen the reform of "running at most once".Second,we made clear the boundaries of county and township authority and worked hard to solve the problem of "territorial management".To refine the responsibility,lock the base of grass-roots responsibility;Strict market access to prevent arbitrary increase of the burden;Clarify boundaries and establish cross-duty lists;To determine the financial affairs,financial rights and rights of reasonable division.Third,strictly standardize various law enforcement procedures to effectively improve the overall effect of law enforcement.We need to thoroughly rectify the work style of law enforcement teams,strictly standardize various law enforcement procedures,and constantly increase training efforts.Fourth,strengthen the construction of institutions and teams,and fully ensure the welfare benefits at the grass-roots level.We should increase support for the establishment of institutions,strictly safeguard all welfare benefits,and constantly improve the promotion of township posts.Fifth,we will strengthen oversight and checks on power and ensure that power is exercised in a transparent manner.We need to improve the mechanism for overseeing and restricting the exercise of power,strengthen oversight during and after the exercise of power,and severely punish "petty corruption" in towns and townships. |
