Research On The Financing Policy Of The Small And Medium Enterprises (SMES) In Heilongjiang Agricultural Reclamation Area

The development status of SMES reflects the economic level of a country.The sound laws and policies of SMES in a country indicate that the economic development power of a country is sufficient and the development is rapid.The introduction of the law on the promotion of SMES in 2002 has made a qualitative leap in the emphasis on the development of SMES,stabilized the legal basis of SMES,and formulated a series of policies for the development of SMES.The Ministry of agriculture[1998] No.44 document approved and authorized Beidahuang group company to operate all state-owned assets held by Heilongjiang Provincial General Bureau of agricultural reclamation in a unified way,the operation and management of all enterprises belong to the unified management of the group company.Through the analysis of the financing problems of SMES in the process of the reform of the group of agricultural reclamation in Heilongjiang,this paper uses the methods of questionnaire survey,field investigation and literature research and analysis,uses the principle of information asymmetry and financing sequence,and combines the agricultural industry policy to study the problems arising in the implementation of the financing policy of SMES.Based on this analysis,the problems of financing policies are put forward.This paper believes that the decisive factor for the development of SMES is their own characteristics and positioning,but the main factor restricting the development of SMES is still the problem of insufficient funds.SMES in Heilongjiang rural reclamation have very obvious industry characteristics,combined with agricultural reclamation land The industrial characteristics of SMES in the district put forward suggestions on financing policies for SMES.
