Research On The Practice Of Villagers’ Micro Autonomy From The Perspective Of Community Theory

The countryside is a regional community integrating natural,social and economic features,with multiple functions such as production,life,culture and ecology.It is one of the main activity Spaces for human beings.Rural Xing,the country Xing;When the country declines,the country declines.In the current situation of gradual fragmentation and atomization of villages,problems such as the formalization of villagers’ self-governance,the idling of self-governance system,and the suspension of village "two committees" are gradually prominent.Village governance has encountered bottlenecks,villagers’ self-governance is in urgent need of transformation,and the implementation and implementation of rural revitalization strategy are faced with challenges.As an exploration of the effective realization form of the current rural governance,the villagers’ micro autonomy has been innovated in the aspects of autonomous units,forms and conditions,etc.,relying on the support of rural revitalization strategy,and has achieved good governance effects.In this paper,under the guidance of theory of community,with H province S village as an example,researches the practice of villagers autonomy,mainly divided into the following five chapters: the first chapter is introduction,mainly introduces the research background,significance of villagers autonomy in micro,and the villagers’ autonomy and villagers’ autonomy through literature review,emphasizes to carry out the necessity and feasibility of micro villagers autonomy,through the definition of basic concept,clarify the relationship the villager autonomy and autonomous,determine the research ideas and methods.The second chapter mainly introduces the basic situation of S village from the perspective of community theory and the background of carrying out micro-autonomy.It points out that S village is faced with too large autonomous scope and insufficient service staff in the process of autonomy.Villagers’ willingness to participate is weak and endogenous motivation is lacking.Autonomy is in conflict with administration and the effect of autonomy is poor.The third chapter points out the concrete measures of micro S village,the villagers autonomous practice is the natural village as autonomous units,was set up,the village party branch,villagers council joint support groups and civic society,through this a series of practices,make S village regression rural acquaintances society,improve the rural grassroots party organizations,formation of community autonomy and enhance village internal cohesion.The fourth chapter points out that the villagers’ micro autonomy is facing a series of difficulties in the concrete practice process,the concrete is the system and procedure of the villagers’ micro autonomy is not perfect,the lack of power support,the scope of application is limited and faces the risk of re-administration.The fifth chapter points out the path to improve the practice of villagers’ micro autonomy,which is mainly to improve the system construction,standardize the procedure operation,build a benefit platform,improve the villagers’ participation,enrich the form of autonomy,build a multi-level pattern of autonomy,clarify the list of rights and responsibilities,and reconstruct the system of rights and responsibilities.
