| With the rapid overall development of China’s economy and society since the new era,various new crimes and social security management problems have emerged,and the public security organs are faced with the increasingly heavy task of safeguarding the country’s political security and maintaining the stability of social security in general,with police officers working under high intensity and pressure for a long time in a state of exhaustion.In addition,in the process of building a service-oriented government,the public has put forward new and higher requirements for public security work.For the public security organs to do a good job in safeguarding national security,ensuring social stability and serving the people in the new era,they must further enhance the comprehensive quality of the team and maximize the working efficiency of the existing police force.The development of the performance assessment of police officers in public security organs is one of the important governance initiatives to effectively enhance the combat effectiveness of public security teams,mobilize their work enthusiasm,and enable public security organs to better exercise their functions.In recent years,public security organs at all levels have explored much in performance assessment of the police force,and certain results have been achieved.However,the in-depth analysis reveals that there are still many problems,which remain to be perfected and addressed.Using the performance assessment of police officers of public security organs in Y city of Shaanxi province as a specific example,this paper takes the performance management theory,objective management theory,360 degree performance assessment and other theories as guidance,and uses literature research,case analysis,comparative analysis,questionnaire survey and other methods to study the performance assessment of police officers there.While affirming its achievements,the paper has identified the problems of the assessment and their reasons,such as single-dimensional main body for performance assessments,unreasonable indicator settings,unscientific assessment methods and inappropriate application of results.The paper has proposed corresponding measures such as changing the concept of performance assessment,perfecting the performance assessment supporting system,and improving the scientific nature of performance assessment indicators.It is hoped to improve the performance assessment of police officers of public security organs in Y city,Shaanxi Province and further enhance the combat effectiveness of the public security forces. |
