Under the governance framework of " Everyone has responsibilities and should fulfill them and share the benefits",China has initially formed a form of governance through joint actions of various forces,including the government,social organizations and enterprises.The outbreak of COVID-19 in 2020,with its suddenness,complexity and destructiveness,has rapidly transformed normal management into emergency management.In the face of the change of governance scenarios,the pattern of multiple co-governance formed in the normal governance also plays a rapid role.It not only plays a positive role in the prevention and control of the epidemic,but also strengthens the collective action of epidemic prevention and control,guiding all organizations in the community to a "alliance" and "action" interactive form.In this regard,the main concern of this paper is how the epidemic prevention and control react to the multiple co-governance and the formation logic of organization "alliance" and "movement" in the epidemic.In order to explore the logic of the effect of epidemic prevention and control on the linkage of organizations,this paper selected D community,which formed an orderly connection and highly interactive control among organizations in the epidemic,as the object of observation.The thesis firstly analyzed the inter-organization relationship of community D before the epidemic prevention and control,and discussed the inter-organization "linkage" and "dynamic" forms.Then,the paper turns to the special background of epidemic prevention and control,and observes the changes of inter-organizational structural relations and interactive logic.The study have shown that the prevention and control of community epidemics has promoted the development of community organizations’ multiple co-governance.In the normalized governance,through the cooperation of the community autonomous committee,the cultivation of various forces and the common governance actions,the initial cooperative consciousness and tacit cooperation among the organizations have been shaped,but the process is slowly.The outbreak of COVID-19 quickly brought together the resources of various organizations into the community space field.Based on their own advantages,organizations actively participated in the common action of community emergency management through the interaction of personnel,resources and information.From the linkage of community D in epidemic prevention and control,it can be seen that the joint actions among different subjects are not only occasional,but also inevitable.Organizational linkage in epidemic prevention and control requires not only the cultivation of early cooperation consensus,but also a good grasp of the opportunity of target coupling of emergency events,so as to guide the organizational linkage in the primary state,so as to maximize organizational benefits.In order to ensure the continuous function of organization linkage,some incentive and supervision mechanisms are needed.From the initial tacit understanding cultivation,to the catalysis of unexpected events,and then to the maintenance of linkage utility,together constitute the evolutionary path of organizational linkage.By exploring the logic of organization linkage in epidemic prevention and control,this paper aims to further explore the impact of unexpected events on organization linkage,so as to find a feasible empirical path for promoting the formation of normal organization linkage.
