Research On Gansu,Xinjiang And Qinghai’S Path Of Rule Of Law For Efficient And Convenient Civil Affairs Environment Based On Coordinated Development Of Regional Economy

As an important region for national regional economic coordinated development and the “Belt and Road” initiative,Gansu,Xinjiang and Qinghai have opened their borders to the forefront and have become an important gateway for China ’s opening to the west.The administrative divisions of the three provinces and regions are adjacent,economic,cultural and personnel exchanges between the provinces and regions are extremely close,and there are good conditions for cooperation between the provinces and regions.The intergovernmental cooperation is to improve the government environment,accelerate the transformation of government functions,build a service-oriented government,and optimize the region.The business environment,actively integrating into the Silk Road Economic Belt,promoting regional economic integration,and achieving coordinated economic development in the eastern,central,and western regions.This article is divided into four parts.The first chapter is mainly about the background and research significance of the thesis.Firstly,it elaborated that the efficient and convenient government environment can serve the practical needs of coordinated regional economic development and regional economic cooperation among the three provinces;secondly,it summarizes the main achievements of the research direction of the thesis as the basis for the development of the thesis.The second chapter is an explanation of the theoretical basis of the efficient and convenient civil administration environment rule of law across the provinces.First,it discusses the economic law foundation,constitutional administration law foundation,and civil and commercial law foundation of the coordinated development of regional economies;second,through legal analysis of the government environment and efficient and convenient people,it is believed that the first thing to do in the process of building an efficient and convenient government environment It is to build a service-oriented government,so it elaborates on the understanding of a service-oriented government.Finally,it is believed that improving the business environment not only needs to deal with the relationship between the government and the market,but also to build alegalized business environment,as well as considering regional economic coordination.The development of the rule of law environment for business,these statements provide a theoretical basis for subsequent analysis.The third chapter is to analyze the current situation investigation and problems of the inter-provincial administrative environment of Ganxinqing three provinces.In the context of the continuous optimization of the national government affairs environment,there are still problems in the government affairs environment of the three provinces and regions.The construction of urban agglomerations is slow,the integration of the“Belt and Road” is insufficient,the industrial homogeneity is serious,and the siphon effect of neighboring provinces on talents Need to be resolved urgently.The fourth chapter is the countermeasures and suggestions on the path of rule of law for cross-province and high-efficiency civil affairs environment.This part expounds relevant measures through three aspects: perfect legal basis,legal realization mechanism and legal evaluation mechanism.The improvement of the legal basis includes advancing the rule of law of regional cooperation,optimizing regional planning,and implementing the open mechanism of government lists.The legal realization mechanism includes strengthening horizontal cooperation between governments,promoting the application of modern science and technology,ensuring the comprehensive protection of civil rights of market subjects,and improving the administrative law enforcement mechanism,legal assessment The mechanism includes a legal evaluation mechanism that improves the evaluation subject,evaluation environment,and evaluation data.
