Problems And Countermeasures Of Community Governance In Old Community In Xi’an

Community is the most basic governance unit of a country,and community governance is an important part of social governance.The effectiveness of community governance will play a huge role in the improvement of community governance capacity and governance system in China.At the fourth plenary session of the 19 th central committee of the communist party of China(CPC),the general goal of the current stage is to actively improve the country’s governance system and promote the modernization of governance capacity.In terms of grassroots construction,it is necessary to build a mature and dynamic grassroots self-government system,improve the community service management system,and strengthen the modernization of community governance,so as to maintain a benign interactive relationship between the government,community and residents and consolidate the governance foundation of grassroots communities.In a word,at present our country city development and the resident urgent need is to strengthen the community modernization construction,improve the community service level,this also is our country city construction in the management extremely important work.However,due to the aging infrastructure in the old urban communities,the residents are mostly composed of the elderly and low-income groups,which puts forward higher requirements on the community governance level.At the same time,problems such as the obvious shortage of social service products,the difficulty of property management and even the lack of property are highlighted in the governance of such communities,which have become a major obstacle to urban development and people’s livelihood construction.Based on this,based on the multi-center governance theory and citizen participation ladder theory,this paper conducts a survey on the status quo of dong feng fang community,a relatively old community in Zhong shan gate street,xi ’an city,which is the typical representative of the author,in order to find the problems and causes.And through the analysis of the experience of the typical community governance at home and abroad,this paper puts forward three Suggestions: the comprehensive governance of the old community,the reform and development of the neighborhood committee,and focus on the development and interaction of multi-center governance bodies.This paper is expected to further enrich the theoretical content of community governance in old urban communities and provide reference value in practical operation.
