Research On The Government Behavior In The Development Of Hunan Film And Television Cultural Industry

In the context of the current knowledge economy,the market competition environment has accordingly changed from "hard p ower" to "soft power" competition.At the same time,it has also brought new opportunities and challenges to the development of our country’s cultural industry.The development of the cultural industry is an effective way to enhance the country’s comprehen sive competitiveness,and its degree of development has become an important criterion for measuring the country’s comprehensive strength.As an organic part of comprehensive national power,the importance of the film and television cultural industry has bec ome increasingly prominent in the field of cultural industries.The government is the maintainer of the market economy order and also the provider of public services.In recent years,the government has played a crucial role in the development of the film and television cultural industry.In such an era,it is necessary to explore the current development status,issues and optimization path of the government in the film and television cultural industry.There is an urgent need to upgrade the cultural industry ’ s transformation and upgrading to ensure that the development of Hunan ’s cultural industry continues to be at the forefront of the country and gradually become a culturally strong province.In particular,Hunan is known as the "TV Hunan Army,Publishing Hunan Army,and Performing Arts Hunan Army",which is inseparable from the role played by the Hunan Provincial Government to vigorously promote the development of the film and television cultural industry.Through an in-depth analysis of its current situation,,issues,combined with the case analysis of the Malanshan（Changsha）Video Cultural and Creative Park Management Committee,it is found that the government has the following shortcomings in the process of promoting the development of the film and television cultural industry : The industrial planning lacks pertinence,the supervision system needs to be improved,and the market cultivation is not mature enough.In this regard,this article accordingly proposes to explore a more reasonable path of government behavior from three aspects: making industrial strategic planning under the guidance of high-quality development;optimizing the business environment of industry based on the principle of medium-sized competition;and stimulating industrial vitality by means of innovation system.So as to enhance the soft power of Hunan culture and enhance the influence of foreign communication.
