Research On The Government Management Of High-Standard Farmland Construction In Huai’an City

The construction of high-standard farmland is a major project implemented by our country to ensure food security,and it is also an important measure to improve the comprehensive agricultural production capacity and accelerate the realization of agricultural modernization.However,the existing high-standard farmland management quality and efficiency can no longer meet the requirements of high-quality development of agriculture,rural areas and farmers in the new era.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping creatively proposed the strategy of rural revitalization,and once again emphasized the fundamental position of agricultural development in the development of the entire national economy.How to adapt to the general trend of institutional reforms,firmly grasp the new tasks and requirements of the agricultural work in the new development stage,and do a good job in the management of high-standard farmland construction in the new era has become a new issue facing government authorities at all levels.The article defines the related concepts of comprehensive agricultural development,high-standard farmland,government functions,and government investment projects.It uses public goods theory,government function optimization theory,and project management theory,and adopts methods such as case analysis and cross-comparison.The current state of government management of standard farmland construction has been studied,the weak links and deficiencies have been identified,the main reasons for its formation have been thoroughly explored,and some countermeasures have been put forward in a targeted manner.The study found that there are four main outstanding problems in the current government management of high-standard farmland construction in Huai’an.One is weak performance control management,the other is that some policies are outdated and do not adapt to the current situation,the third is that the project process management system is not sound enough,and the fourth is the construction.Administrative measures for post-management and protection are weak.The main reasons for these problems are: the government is not clear about the actual proportion of high-standard farmland;before the institutional reform,the relevant functional departments are fighting each other,and the communication mechanism is not smooth;after the institutional reform,the lack of personnel in the functional departments leads to weak management;The source of funds for standard farmland construction is narrow;the main body of management and protection for high-standard farmland projects is not clear after construction,etc.To solve these problems,it is necessary to comprehensively implement policies from the three phases of high-standard farmland construction and government management: “pre-middle-post”: in the early stage,we must adhere to planning and lead and broaden financing channels;in the mid-term,we must fully integrate and optimize resources,projects,and funds,and strictly implement the system;Performance appraisal awareness,strengthen post-construction management and protection,clarify the main body of management and protection,strengthen technical support and personnel training,etc.
