In recent years,non-motorized traffic has gradually received attention, and the demand for environment is higher than before.Meanwhile, the level of motorization in large cities continues to grow.In order to meet the demand for motor vehicles, the widening of motor vehicle lanes has invaded the slow-moving space, and the contradiction between the two has become increasingly prominent.Practice has proved that shared-street is an effective countermeasure to solve the problem.Different from the traditional street planning concept,shared-street realizes the integration of road users through special cross-section design, and restores the dual functions of street traffic and life.Based on the experience of foreign, this paper establishes the identification index suitable for the implementation of shared-street in our country, and then selects the streets suitable for sharing step by step through road functions, road conditions, and traffic volume standards.Focus on improving the traditional regional division method, and establish a quantitative recognition model of road functions based on regional functions.Take the example of the second Bund in Shanghai, and calculate the streets that are suitable for sharing road functions. After the road conditions are qualitatively given, tolls are used to control the flow of motor vehicles on the streets where the traffic conditions do not meet the requirements, which provides a theoretical basis for the practice of sharing streets.First, the basic theory of street sharing is explained, and the discriminant index of shared streets is analyzed. In order to quantify the street functions that are suitable for sharing, the regional functions are transformed into road functions. In view of the impact of POI’s public awareness, scale, and grade differences on regional functions, the importance of POI is calibrated and converted into a relative number, and the frequency density and weighted average center of each type of POI in the unit are calculated.Comprehensively considering the location and attributes of the center, the weighted Voronoi method is used to delineate the influence range of the center, and the results are visualized to realize the self-division of a single functional area based on POI.The improved functional area division method is more suitable for micro-level research, breaking through the boundary limitations of traditional methods and the subjectivity of using 50% as the frequency density.Counting the proportion of streets covered by different functional areas, and grading the proportions by the natural discontinuity point method, the functional forms of roads suitable for sharing are given.Secondly, qualitatively analyze the road conditions, and the streets in the study area that meet the length of <600 meters and width <3 lanes are suitable for sharing.Charge to divert the traffic volume for streets with more than 100 vehicles/hour after sharing. After the traveler cost is given,a shared charging model under different functions and flows is established. The Logit model with Kirchhoff parameters is used to analyze the relationship between charging pricing and flow, and effective charging pricing that meets the upper limit standard and the most ideal flow is obtained. In order to avoid public dissatisfaction caused by charges,a model of the relationship between shared streets and alternative route costs was established based on the theory of mental accounts. After surveys, travelers can tolerate detour routes by43% higher than shared streets, and reasonable pricing is obtained. If the traffic volume cannot be controlled within 100 vehicles/hour within reasonable pricing, then the street is not recommended to share. If it can be effectively controlled,it is recommended that the charge does not exceed the reasonable price. Finally, summarize the location and charging information of suitable shared streets in the case area.Road cross-sections are designed for streets with different functions, and suggestions are gave for the implementation process of shared streets.
