The year-on-year increase in car ownership has led to an increase in parking demand. The growth rate of parking demand is much faster than the growth rate of parking space resources. As a result, the gap between resources and demand has gradually increased.Limited parking spaces cannot meet the huge parking demand. The social problem of "difficult parking".In response to this problem, existing studies have suggested that when new parking lots are unavailable due to land resource constraints, they have chosen to reduce parking demand in order to maximize social benefits.Economics often intervenes in demand through price,so it is considered to adjust the charging standards of parking stations, and it is expected that the demand for parking will be reduced through the increase of the charging price. The scholars analyzed the actual parking data and found that the parking demand of most parking stations within a day has a tidal characteristic, that is,there is a peak period of parking demand. How to adjust or formulate a charging standard for a parking station with a significant parking peak period? In order to formulate a new charging standard, this topic is based on in-depth study and understanding of the classic bottleneck model, with the purpose of maximizing the social benefits of the parking system, and selecting roadside parking stations with high turnover and high mobility in static traffic for research Object, established the on-street parking bottleneck model(OSPB).Starting from the driver’s parking behavior, the model introduces the concepts of "delayed time cost" and "location finding time",and establishes the driver’s parking cost function. The cost function is further used to calculate the number of vehicles at the parking station at a certain moment. And positioning time, and determined a set of OSPB dynamic pricing strategy that can change according to the driver’s arrival time in the parking lot. Finally, the real parking data of Xi’an was used to verify the OSPB pricing strategy, and a suggested charging standard was provided for the parking station. In order to clarify the applicable scope of the model, through comparison with non-differential charging standards and second-order charging standards,it was found that the OSPB dynamic charging strategy is more suitable for parking lots with obvious parking peak periods. The OSPB model can effectively reduce parking demand during peak hours, and improve the current demand for parking spaces during peak hours. At the same time, different parking stations can use the model to establish personalized charging standards based on their parking lot data to intervene in parking demand. The parking lot dynamic charging standard obtained by the model integrates the dual factors of time and place, and provides a theoretical reference for the transportation department to realize dynamic pricing.
