A Research On Customs Supervision Mechanism Under Vertical Management Model

General secretary Xi Jinping attaches great importance to the supervision work,and has mentioned many times that"empty talk can mislead the country and make the country prosperous by doing",one point deployment,nine points implementation".Especially during his work in Zhejiang province,general secretary xi proposed that"to do a good job in the supervision work is of great significance for promoting the implementation of the party's line,principles and policies,and promoting the scientific and democratic decision-making of party committees at all levels".Since the eighteenth congress,the CPC central committee and the state council is not only pay attention to the scientific nature of the policy,more focus on whether the execution of the policy on the ground,"the decree is not out of zhongnanhai" has become history,after the eighteenth big inspector is suspended in Chris's sword over the heads of the governments at all levels dharma,promote the central policy put in place step by step.As a vertical leading organization,customs supervision plays an important role in promoting the vertical management efficiency.Taking Xiamen customs,the basic unit of the vertical leading organization,as an example,this paper takes the research on the supervision mechaxism under the vertical management system,which is th e blank field of the supervision research at home and abroad,as the entry point,in order to draw the conclusion of improving the supervision mechanism through the research on the relationship between supervision and the efficiency of vertical management.This paper firstly introduces the characteristics of vertical management system,analyzes the importance of supervision for vertical management,and the influence of the characteristics of vertical management mode on the supervision work.Secondly,the historical evolution of vertical management and supervision mechanism is compared and analyzed to study the influence of the change of vertical management system on the change of supervision mechanism and how to improve the efficiency of vertical management.Thirdly,quantitative analysis was used to analyze the change of vertical management efficiency of xiamen customs from 2008 to 2018.The influence of supervision on vertical management efficiency was analyzed,and the key links affecting the relationship between supervision and efficiency were found.At the same time,interviews were conducted with the core stakeholders involved in the supervision,including the managers of the supervision department,the staff of the supervision department and the supervised personnel,to understand the intuitive feelings of different core stakeholders on the supervision,the actual role of the supervision and the existing problems in the process of the supervisionFinally,based on the analysis of the above,understand the supervision for the effective role of vertical management performance and limited function and analyze the reason,discovered the existence of protecting the excessive burden,insufficient professional restrictions lead to efficiency and authority in three aspects:communication problem,thus targeted conclusion reinforced work vertical management to enhance the efficiency of the measures,to provide reference opinions to strengthen the vertical management efficiency,mainly includes the focus of supervision work key,building supervision of professional team,and improve the mechanism of supervision organization in three aspects.
