For enterprises,if they want to achieve long-term and stable development,they must pay attention to their own procurement cost control and improve their actual work efficiency.Establishing an efficient and low-cost procurement network has become a core management issue for enterprises.For an enterprise,only by choosing a relatively scientific and effective comprehensive control method,giving detailed guidance to the procurement links within the enterprise,and practically improving,can it effectively ensure that the enterprise obtains relatively high competitiveness in the same kind of market.The reasonable and effective procurement can not only reduce the cost of purchasing,save the cost of purchasing,but also provide the raw materials that meet the requirements of their own quality,and ensure the normal production and sales of the enterprises,so that enterprises can get more profits.The success of the procurement strategy breakthrough and innovative concept of purchasing is the winning a magic weapon of IBM,s long-term strategic development.IBM to adapt to,and constantly explore,step by step is finally established suitable strategic purchasing mode:market orientation strategy,strategy of suppliers,the electronic sourcing strategy,etc.IBM through continuous change gradually improve their integrated supply chain,make the enterprise in the operation of each link to promote the comprehensive competitiveness.With effective measures and management,IBM acquired the surge of financial performance and remarkable achievements,the progress of science and technology and so on various aspects market competitiveness for the enterprise provides a strong guarantee.IBM is the world’s largest information technology and business solutions company.The management concept and connotation as well as its successful experience have profound enlightenment and reference to similar companies in China.While understanding IBM’s strategic sourcing has made important contributions to enhancing the competitiveness of enterprises,We must find a suitable procurement strategy for enterprises.This article is divided into five parts:the first part is the introduction,introduces the research background and significance of the paper,as well as the related literature related to the study of the purchase cost control both at home and abroad,and puts forward the research ideas and methods.The trend of future research in China is analyzed.The second part discusses the meaning and basic content of purchasing cost control,and the main factors affecting purchasing cost control.The control methods of enterprise procurement cost control and the theoretical basis of enterprise procurement cost control are described in detail.Lay a theoretical foundation for the latter case analysis.The third part is case analysis.This paper mainly introduces the specific development,operation status,procurement mode and purchasing process of IBM and the specific measures taken by IBM in the purchasing process.The fourth part analyzes the effects of IBM’s procurement strategy measures on procurement process,resource integration,procurement cycle and supply chain performance.Finally,from the electronic procurement,network sharing,supply chain management and procurement risk monitoring aspects of the effective results of the analysis.The fifth part introduces the conclusion from the cost control of strategic purchasing of IBM that the purchasing efficiency is the highest,the competitive advantage is the strongest,the purchasing cost is the lowest,the performance continues to grow and the supply chain smoothly operates,and the Enlightenment of strategic purchasing of IBM to our enterprises.
