Research On The Budget Management Of The Central Vertical Management Administrative Unit

With the deepening of the global economy and society towards integration and specialization,countries in the world,especially the developed countries,are focusing on the reform of public management,which of the most striking is the government budget management.Now China's economic and social reform has entered a critical stage and deepwater area.Government departments need to transform their functions,play a better role in macroeconomic regulation and control,and respect the market rules.However,the current budget system has exposed many problems,for example,it does not conform to the requirements of public finance system and modern national governance,which has increasingly affected the efficiency of the use of budget funds,and has restricted the development of government functions.Therefore,it is imminent to further deepen the reform of the budget management system.This paper chooses the research carrier as the administrative unit of central vertical management,because it is the central government's reform vane and vanguard,most can directly reflect the relevant policies of the central government.We use the global budgetary management theories and the latest financial rules and regulations to study their department budget management,analyze the current budget management status and existing problems,and finally propose measures to strengthen budget management.This study has a certain reference value and guiding significance to the construction of the current public financial system.In order to improve the level of the budget of the administrative unit of central vertical management as the main line,targeted results oriented,that is to optimize the allocation of resources,improve the efficiency of budget funds,their budget problems were stated and analyzed,and then to Bureau A as an example,the budget management has carried on the system analysis,the existing problems the search and analysis,and finally puts forward some ideas and suggestions to solve the problems,such as perfecting the management system,strict budget,improve budget execution quality,strengthen open and transparent budget supervision and control,solving the bottleneck problem of the administrative unit of central vertical management in budget management.
