| With the continuous transformation of government functions,the society has more and more strict requirements for the ability,style and quality of the civil servant group.The performance management of civil servants is an effective means to improve the quality and efficiency of civil servants’ work and optimize the structure of the civil servants.In our country,although the civil service performance management system has been established,but it is not perfect,there is still more room for promotion.Based on the systematic introduction of a number of the theoretical bases of civil servant performance management and mainstream performance appraisal methods,this thesis selects Y Municipal Price Bureau as a research sample,and systematically analyzes the current situation of civil servant performance management.Through questionnaire survey,we have a comprehensive understanding of the current situation of civil servant performance management and how to improve it.Based on this,and combined with the experience of the performance management of civil servants in the western countries,this thesis puts forward ideas and suggestions for optimizing performance management of Y Municipal Price Bureau civil servants..The optimization of the civil servant performance management system of Y Municipal Price Bureau follows the principles of practical,fair,mass participation,quantitative results and so on.Through Delphi method and analytic hierarchy process,an annual assessment index system consisting of 5 first grade indexes and 19 second grade indexes is constructed,and the corresponding weights are given.In the first grade index performance assessment,this thesis adopts the usual assessment method,each quarter evaluates the object from the work quantity,difficulty,completion situation and other aspects,not only embodies the principle of quantitative assessment,but also effectively avoid the drawbacks of one-time year-end cannot reflect the total annual assessment work situation.The annual assessment is carried out in the manner of democratic assessment,and the 360 degree assessment method is used to evaluate every civil servant involved in the assessment.The whole assessment process is realized by electronic platform,which can effectively eliminate interference and improve the efficiency of result statistics.In the application of the assessment results,the link between the written feedback and the leadership level communication has been increased,and the rigid provisions in the aspects of promotion,training and supervision have been strengthened.This thesis puts forward a set of feasible system and operation method for the civil servant performance management in basic level departments,which is in line with national conditions and has strong practical significance.It is a useful exploration for improving the civil servant performance management in basic level departments. |
